1일 시에 따르면 시 내 지하차도와 터널에 설치된 CCTV를 시 스마트시티 통합플랫폼에 연계해 관제 시스템의 사각지대를 개선한 사례가 시민의 안전을 강화한 사례 중에서도 두드러진 총 7건의 적극 행정 우수사례를 선정한 소식을 전했다.
시는 공공의 이익을 위해 창의력과 전문성을 발휘해 불합리한 규제를 개선해 시의 발전을 이끈 정책 등을 매년 상하반기 적극 행정 우수사례로 선정하고 있다.
시는 지난달 29일 시청 영상회의실에서 2024년 제3회 적극행정위원회를 열어 올 하반기 적극행정 우수사례 7건을 최종 선정했다.
이들 7건은 올해 접수된 50건의 적극행정 우수사례 가운데 1차 심사를 통과해 국민투표 대상이 된 10건 중에서 상위 점수를 받은 사례들이다.
심사 결과 4차산업융합과의 ‘터널·지하차도 CCTV로 안전 사각지대 해소하다!’가 1위에 올랐다.
시는 앞서 2019년 방범, 재난, 교통정보, 불법 주정차 단속 등 각종 CCTV 1만 1778대를 연계해 시 재난안전상황실에서 상시 모니터링 할 수 있도록 스마트 통합플랫폼을 구축했다.
하지만 그간 기흥구청과 수지구청, 경기도건설본부, 수원국토관리사무소 등이 관리하는 터널과 지하차도 등 39곳의 CCTV 212대는 시 스마트시티 통합플랫폼에 연결되지 않아 집중호우나 태풍 등 기상 악화 때에도 상시 관제가 어려웠다.
담당 공무원들은 재난 상황 발생 시 신속 대응할 수 있도록 지역 내 모든 터널과 지하차도의 CCTV도 통합플랫폼에 연계키로 하고, 각 기관을 설득한 끝에 보안을 확보하기 위한 망연계 솔루션과 통합플랫폼에 영상을 송출하기 위한 소프트웨어를 도입했다.
위원들은 이번 연계 구축한 영상이 경찰이나 소방, 군부대 등 관계기관에도 공유돼 터널이나 지하차도 내 사고 발생 시 시민 안전을 강화하는 데 도움이 될 뿐 아니라 연계망 구축으로 39곳에 시가 별도의 CCTV를 설치했을 때와 비교해 약 16억원 비용을 절감하는 효과를 낸 점에서 높은 평가를 했다.
2위는 수도행정과의 ‘수도 요금 스마트 고지 및 누수 위험 알림 서비스’가 선정됐다.
시는 문자메시지로 발송되던 수요 요금 고지를 카카오톡 알림 서비스로 제공해 시민들이 편리하게 요금을 조회·납부하도록 하고, 이를 통해 메시지 발송 비용도 건당 25원에서 5원으로 줄여 연 200만원을 절감했다.
