광명시, 탄소중립 분권 방안 논의

[브레이크뉴스경기남부=광명 이현준기자] 박승원 광명시장은 우원식 국회의장과 기후위기 대응 및 탄소중립 분권을 논의했다.

3일 간담회에는 국회에서 박승원 협의회장과 우원식 국회의장을 비롯해 염태영, 황명선 국회의원, 김이강 광주광역시 서구청장(부회장)이 참석했고, 예비회원 도시로서 김경일 파주시장, 정기명 여수시장이 함께 참석했다. 간담회 후 오찬에는 김미경 은평구청장(감사)도 함께 자리했다.

협의회는 우원식 국회의장에게 국가 기후대응기금 지원방안, 국가 탄소중립위원회 지방정부 대표자 참여 방안, RE100 기업을 위한 구체적인 재생에너지 공급계획 마련 등에 대한 의견을 전달했다.

특히 박승원 광명시장은 사업을 집행하고 운영하는 지방정부의 역할 강화를 위하여 국가 기후대응기금 지원방안을 마련해 줄 것을 강조했다.

박승원 시장은 “현재 국가 기후대응기금은 기금운용주체가 기획재정부이고, 지원사업을 선정하고 관리하는 주체는 산업통상자원부, 환경부 등 16개 부처로 책임성이 모호한 구조를 가지고 있다”며 “국가 탄소중립 달성을 위해서는 지방정부의 역할이 막중하고, 이를 위해서는 지역이 주도적인 주체가 될 수 있도록 하는 재정적 지원이 있어야 가능할 것”이라고 전했다.

우원식 국회의장은 “협의회 활동을 적극적으로 지원하겠다”며 “기후 특위 상설화 등 기후 국회로 운영해 나가겠다”고 말했다.

협의회는 이번 간담회를 통해 지방정부가 보다 적극적인 기후대응에 나설 수 있는 계기가 될 것으로 기대하고 있으며, 앞으로도 지속적으로 국회와의 소통과 협력을 강화하는 등 탄소중립 달성을 위해 노력할 것이라고 전했다.

한편, 기후위기대응·에너지전환 지방정부협의회는 날로 심각해지는 기후위기에 대응하기 위해 기초지자체들이 자발적으로 결성하여 2016년 12월 창립되었으며, 현재 광명시를 비롯해 전국 26개 지방정부가 회원도시로 참여하고 있다.
