경기도시·군의회의장협의회, 제173차 정례회 개최

[브레이크뉴스경기남부=성남 이현준기자] 경기도시·군의회의장협의회 이덕수 회장은 제173차 정례회를 개최했다.

지난 10일 성남시청 모란관에서 용인특례시의회 유진선 의장을 수석부회장으로 임명하며 부회장단과 사무총장, 대변인, 감사 등 8명의 임원진 구성을 마쳤다.

이뿐만 아니라 지방분권을 강화하고 지방의회의 위상을 정립하고자 ‘지방의회법 제정’을 촉구하는 건의문을 채택했다. 그동안 지방의회는 지방자치법에 따라 운영되어 의회 고유의 조직구성과 예산편성이 불가하여 집행부에 예속되어 있는 구조였으나 현재 지방의회의 지속적인 요구로 인해 인사권만 지방의회에 부여되어 있는 실정이다.

또한 지방의회의 적정성과 공정성을 확보하기 위한 독자적 감사기구 설치가 가능하도록 공공감사에 관한 법률 개정 촉구 건의문을 채택했다.

그동안 지방의회는 의회 사무에 대한 감사와 조사 필요 시 지방자치단체장 소속 감사기구에 요청을 해야하는 상황으로 지방의회의 독립성과 자율성, 투명성 확보를 위해서는 공공감사에 관한 법률의 개정을 통해 지방의회에 자체 감사기구를 설치할 수 있는 규정이 필요한 상황이다.

이외에도 협의회 운영을 위한 다양한 안건을 논의하여 처리하였으며 다음 정례회인 제174차 회의는 약 2개월 후 동두천에서 개최될 예정이다.
