정부가 6일 강원특별자치도 춘천에서 열린 2024 대한민국 지방시대 엑스포에서 기회발전특구 2차 선정 지역을 발표한 가운데, 세종시가 스마트국가산업단지(연서면)·전동일반산업단지(전동면)·도시첨단산업단지(집현동) 등 첨단산업 거점 3곳이 기회발전특구로 최종 지정됐다고 밝혔다.
세종시는 스마트국가산업단지와 도시첨단산업단지 등 2개 지구 3개 단지가 최종 선정됐으며 지정면적은 186만 360㎡(56만 평), 총 투자규모는 1조 153억 원에 달한다.
기회발전특구는 지방에 대규모 투자를 촉진하기 위해 지방으로 이전하거나 창업, 신·증설하는 기업에 세제감면, 규제특례 등을 함께 지원하는 제도로 현정부의 지방시대 핵심 정책이다.
앞서 시는 첨단산업 육성을 통한 경제자족도시 완성을 위해 지난해부터 기회발전특구 지정 신청을 준비해 왔다.
이번에 기회발전특구로 지정된 3곳 중 기술혁신지구로 선정된 도시첨단산업단지에서는 정보통신(IT), 생명공학(BT), 환경에너지(ET), 정보보호, 양자 등을 주력업종으로 한다.
세종시는 이곳에 기술개발(R&D)을 적극적으로 지원해 첨단기업의 창업·성장을 유도할 계획이다.
첨단소재·부품 사업화지구로 선정된 스마트국가산업단지과 전동일반산업단지는 미래모빌리티, 바이오 업종을 주력으로 기업을 유치한다.
특히 이곳은 인근 충남(모빌리티), 충북(바이오), 대전(R&D)과 연계한 제조·사업화 거점으로 활용된다.
세종시는 기회발전특구 지정에 앞서 선도기업(앵커기업) 총 10개 사로부터 7,097억 원의 투자를 유치했으며, 내년부터 기회발전특구를 활용해 적극적인 기업유치 활동을 전개할 예정이다.
세종시는 이번 기회발전특구 지정으로 협약기업의 투자에 이어 신규 지방이전 투자가 촉진되고 청년이 선호하는 양질의 고급 일자리가 늘어나는 등 지역경제에 새로운 활력을 불어넣을 것으로 기대하고 있다.
특히 기회발전특구와 지난 7월 시범 지정된 교육발전특구 사업을 연계해 지역교육을 혁신하고 이를 통해 성장한 지역 인재가 지역에서 안정적으로 일할 수 있는 선순환 체계를 구축할 수 있게 됐다.
