충남 서천군의회는 지난 2일 제327회 제2차 정례회에서 '서천군 재정건전화 및 효율화 조례안'을 입법정책위원회 심의를 통해 통과시켰다고 3일 밝혔다.
김아진 부의장이 대표발의한 이번 조례안은 ▲서천군수는 군의 재정건전화에 필요한 정책을 마련하고 추진함으로써 재정 운용의 효율성과 투명성을 높이도록 노력해야 하며, ▲체계적으로 공공자금을 운용하기 위해 매년 군 재정 운용 및 관리 계획을 수립해야 한다는 내용을 주요 골자로 하고 있다.
또한, ▲공공자금은 사업기간별 정기예금으로 예탁 관리하도록 하고, 만기일 전 중도해지를 최소화해 이자수입 손실을 줄이며, ▲신속집행 대상이 아닌 사업예산의 선지급을 자제한다는 내용 등 군 재정 운용과 효율적인 관리를 위해 반드시 요구되는 사항들을 담고 있다.
이와 관련해 민간이전경비, 공공기관대행사업비 등 사업비를 지급받는 법인·단체, 기관에서도 정기예금 예치를 할 수 있게 지도·권고토록 했다.
이밖에도 재정 건전화, 효율화 지표를 개발 후, 누리집을 통해 공표하고 연 2회 달성수준을 공개해야 한다.
김아진 부의장은 "서천군의 교부세가 최근 2년간 지속 감소하고 있다" 면서 "서천특화시장 화재, 집중호우 복구 등으로 인한 재정적 위기 상황에서 교부세 감소는 군민 생활경제 타격과 직결된다"고 말했다.
이어 “이번 조례는 서천군 재정위기를 타개하기 위한 해법 중 하나”라며 “군은 재정 운용의 효율성 강화를 통해 군민의 신뢰를 높이는 데 적극 노력해야 할 것”이라고 전했다.
