충남 보령시의회가 국민권익위원회가 주관한 '2024년도 공공기관 종합청렴도 평가'에서 3년 연속 2등급을 기록했다고 24일 밝혔다.
이번 평가는 전국 243개 지방의회를 대상으로 지방의회의 청렴 수준과 부패 취약 분야를 진단해 공공 분야의 투명성과 청렴성을 제고하기 위해 실시됐다. 평가 항목은 ▲청렴체감도(80%) ▲청렴노력도(20%) ▲부패실태(10%)로 구성되며, 결과는 1~5등급으로 나뉜다.
보령시의회는 평가가 이루어지지 않은 2022년을 제외하고, 2021년과 2023년에 이어 올해까지 종합청렴도 2등급을 유지하며 안정적인 청렴 수준을 인정받았다.
시의회는 그동안 청렴한 조직문화를 정착시키기 위해 다각적인 노력을 기울여왔으며, 정기적인 청렴 교육과 청렴 서약서 작성, 회의 시 청렴 선언문 낭독 등 청렴 의식을 고취하는 활동을 지속적으로 시행해왔다.
특히, '보령시의회 의원 의정활동비 등 지급에 관한 조례'를 개정해 지방의원이 징계를 받을 경우 의정비를 감액하거나 구속 기간 동안 지급을 제한하는 규정을 신설하는 등 제도적 기반도 강화했다.
최은순 보령시의회 의장은 "3년 연속 청렴도 2등급을 달성할 수 있었던 것은 모든 의원과 직원들이 함께 노력한 결과"라며, "앞으로도 청렴을 최우선 과제로 삼아 시민들의 신뢰를 얻고 체감할 수 있는 의회를 만들어가겠다"고 강조했다.
