이번 프로그램은 수도권과 강릉·동해에서 울진을 방문하는 관광객을 대상으로 하며, 총 150명에게 기회가 제공된다.
특별 기차여행 프로그램은 각 출발지에서 후포역까지 왕복 열차탑승권과 대게 정식 이용권, 관광지 2곳의 이용권을 포함한 패키지 형태로 제공된다.
수도권에서 출발하는 경우 1인당 77,700원, 강릉·동해에서 출발하는 경우 1인당 134,100원으로 저렴하게 여행할 수 있으며, 각 관광객에게 4만 원의 지원금이 제공된다. 이를 통해 관광객들의 경제적 부담을 대폭 줄여준다.
또한, 울진군은 축제 기간 동안 후포역에 하루 2편의 열차를 추가로 정차시키기로 하여, 축제 시간대에 지나가는 모든 열차가 후포역에 정차하도록 했다. 이를 통해 관광객들은 더 편리하게 후포역과 축제장을 오갈 수 있을 예정이다. 후포역과 축제장 간 3km 구간에는 셔틀버스도 운행되어 열차를 이용하는 관광객들의 이동이 더욱 용이해진다.
