브레이크뉴스 정명훈 기자= 감사원은 17일 문재인 정부 시절 청와대 주도하에 주택, 소득, 고용 관련 국가통계가 광범위하게 조작됐다고 감사결과를 발표했다.
이날 감사원이 공개한 '주요 국가통계 작성 및 활용실태' 감사보고서에 따르면 이번 감사 대상은 전국주택가격동향조사(주택통계), 가계동향조사(소득통계), 경제활동인구조사(고용통계)이며 통계 조작 등과 관련한 위법·부당행위는 2017년 6월부터 2021년 11월까지 4년 5개월에 걸쳐 이뤄졌다.
당시 청와대와 국토교통부는 통계작성기관인 한국부동산원과 감정원에 예산 삭감과 인사 조치 등을 언급하면서 직간접적으로 압박해 통계수치를 왜곡하도록 종용했다.
청와대와 국토부는 '통계결과를 미리 알고 싶다'는 명목으로 주택통계를 사전제공하도록 지시했고, 이 자료를 바탕으로 부동산원과 감정원에 부당한 영향력을 행사해 통계결과를 임의로 수정하도록 했다.
특히 가장 민감한 지표인 집값 관련 통계 수치에 대해선 2018년 1월부터 2021년 10월까지 확인된 것만 총 102회(전세 16회 포함)에 달했다.
통계 왜곡이 지속되면서 주택가격동향조사 변동률이 시장상황을 제대로 반영하지 못하게 됐고, 결국 시장가격과 표본가격 간의 격차는 점차 커졌다.
이에 부동산원은 표본보정 명목으로 표본가격을 조작하거나 표본을 전면 교체하는 방법 등을 사용해 왜곡된 통계를 은폐시키기도 했다.
이와 함께 문재인 정부의 핵심 정책이었던 '좋은 일자리 만들기'와 '소득주도성장'의 성과를 만들어내기 위해 통계를 조작한 사실도 드러났다.
통계청이 2017년 2·3·4분기 가계소득을 가집계한 결과 전년 대비 감소한 것으로 나오자, 정당한 절차없이 표본설계에 없는 가중값을 임의 적용해 가계소득이 반대로 증가한 것으로 나타나도록 통계를 왜곡시켰다.
고용 부문 통계 왜곡과 관련해선, 통계청은 2019년 경제활동인구조사의 근로형태별 부가조사 가집계 결과 비정규직(기간제) 일자리와 단시간 취업자가 증가했다는 분석을 내놨다.
하지만 청와대에서 '비정규직 규모는 전년도 수치와 비교 불가하다'고 작성하도록 지시했고, 결국 통계청은 청와대 의견대로 보도자료를 작성해 배포했다.
감사원은 이같은 감사 결과를 토대로 대통령비서실·국토부·부동산원·통계청의 위법·부당하게 업무처리한 관련자 총 31명에 대해 징계요구(14명)·인사자료통보(17명) 등 엄중 조치하는 한편, 국토부와 통계청 등에 통계의 정확성·신뢰성 제고 방안을 마련하고 향후 관련 업무를 철저히 하도록 제도개선 통보 및 주의요구 처분을 내렸다.
다만 청와대(11명), 국토부(3명), 통계청(5명), 부동산원(3명) 등 4개 기관 소속 22명에 대해서는 직권남용, 업무방해, 통계법 위반 등의 혐의로 2023년 9월 검찰에 수사의뢰한 점 등을 고려해 별도의 조치를 하지 않았다.
당시 수사의뢰 대상자로 장하성·김수현·김상조·이호승 전 대통령비서실 정책실장, 김현미 전 국토부 장관, 황덕순 전 일자리수석, 홍장표 전 경제수석, 강신욱 전 통계청장 등이 포함됐다.
