브레이크뉴스 정명훈 기자= 국민의힘이 23일 결혼과 임신·출산 및 육아 전반을 지원하는 대선 공약을 발표했다.
권성동 원내대표는 이날 국회에서 "결혼부터 육아까지 든든한 대한민국을 만들겠다는 약속을 드리겠다"며 이같은 공약을 발표했다.
그는 "늘날 대한민국에서 결혼이 곧 걱정인 경우가 많다. 소위 ‘웨딩 플레이션’이라는 신조어가 생길 정도로 결혼 비용이 급증하고 있다"고 지적하며 "청년들 사이에서는 결혼에 대한 막연한 두려움과 회의감이 엄습하고 있다. 이제 국민의힘이 바꾸겠다. 적어도 결혼과 출산의 의지가 있다면 현실적인 어려움 앞에 포기하는 일은 없도록 하겠다"고 밝혔다.
이어 "결혼 준비 단계부터 공정한 계약이 필요하다. 깜깜이 계약, 허위광고, 과도한 추가 비용 등으로 예비부부들의 고통이 반복되고 있다"면서 "스드메 관련, 즉 스튜디오·드레스·메이크업 관련 표준계약서 도입, 가격표시제, 보증보험 가입 및 영업보증금 제도 등 소비자 보호 장치를 대폭 강화하여 누구나 안심하고 결혼을 준비할 수 있는 환경을 조성하겠다"고 공약했다.
권 원내대표는 또한 "결혼 서비스 관련 정보 비대칭 문제를 종합적으로 해결하고, 피해 구제 근거를 마련하기 위한 ‘결혼서비스법’ 제정을 추진하겠다"라며 가성비 좋은 공공 예식장 확대, 우수 공공시설의 예식장 활용, 전국 통합 예식장 예약 플랫폼 구축 등을 현실화하겠다고 약속했다.
또한 "신혼부부 주택 대출은 소득이 아니라 자산을 기준으로 제한하는 것이 더 합리적"이라며 "디딤돌대출 소득 기준을 1억2천만원으로, 버팀목 전세대출은 1억원으로 상향 조정하겠다. 결혼이 손해가 아니라 더 나은 내일의 출발점이 되도록 바꾸겠다"고 말했다.
아울러 임신과 출산에 필요한 공공 지원도 확대하겠다는 방침을 전하며 ▲모자보건형 보건지소 확대 ▲생식세포 채취·동결 건강보험 급여 지원 ▲광역지자체별 난임·임산부 심리상담센터 설립 ▲다태아에 임신·출산 의료비 30% 추가 지원 ▲산후조리원 평가의무제 도입 등도 제안했다.
권 원내대표는 특히 "산후조리원에 대한 깜깜이 운영도 반드시 바로잡겠다"라며 "산후조리원 이용률은 80%에 달하지만, 비용과 서비스에 대한 정보는 여전히 제한적이다. 국민의힘은 산후조리원 평가 의무제를 도입하여 투명한 정보를 제공하고 가격 안정과 서비스 질 향상을 유도하겠다"고 했다.
이와 함께 '우리 아이 첫걸음 계좌' 제도를 신설하겠다고 밝혔다. 0세부터 1세 자녀에게는 월 20만 원, 2세 이후부터 17세까지는 월 10만 원을 부모가 저축하면 정부가 일대일 매칭으로 지원하겠다는 취지다.
만 18세 만기까지 저축을 하면 5000만원의 목돈이 생기게 되는데, 만기 후에 본인이 희망할 경우 국민연금 혹은 주택 청약저축으로 이전할 수 있도록 했다. 이 외에 취약계층 아동의 자립을 위한 '디딤씨앗통장'도 별도 추진하겠다는 방침이다.
