북한 노동신문은 이날 조선로동당 중앙군사위원회(군사위)가 전날 국민들에게 보낸 서면 입장문을 보도했다.
군사위는 "(김정은이) 조약의 제 4조 발동에 해당된다는 분석과 판단에 근거해 우리 무력의 참전을 결정하고 러시아 측에 통보한 이후 쿠르스크 지역 해방에 대한 명령을 군사위에 하달했다"고 밝혔다.
김정은 북한 국무위원장은 지난해 6월 체결한 북러 간 '포괄적 전략적 동반자 관계에 관한 조약'(북러조약) 4조를 발동시켰다는 것이다. 조약 4조는 한 쪽이 전쟁상태에 처할 경우 지체없이 군사원조를 제공한다고 명시했다.
