지난 4월29일 저녁, 서울시 종로구 인사동의 한 식당에서 정내권 전 대사와 저녁을 함께 했다. 정내권 대사는 전 유엔 기후변화 대사였다.
필자는 미국 뉴욕의 맨해튼에서 5년(1985-1989년)여 간 세계타임스(世界新報)의 기자로 일했다. 뉴욕교민을 상대로 한 신문(매체)이었다. 이 때, 정내권 대사는 뉴욕 총영사관의 교민담당 영사였다. 외교관 출신으로 외무부 과학환경 과장, 유엔기후변화 수석자문관, 유엔 아시아·태평양 경제사회위원회 환경개발 국장 등을 역임, 국가의 기후 환경 전문가이다.
교보문고는 이 분에 대한 인물소개에서 “한국의 초대 기후변화 대사로 대한민국의 지구환경외교 일선에서 한국의 입장을 대변하는 한편 유엔 사무총장의 기후변화 수석 자문관과 유엔 아시아태평양 경제사회위원회 환경개발국장으로 기후변화 관련 유엔 활동에 참여하고 ‘녹색성장’을 주창했다. ‘기후변화 정부 간 패널 IPCC ’ 기술이전 특별보고서의 주 저자로 참여한 공로로 2007년도 노벨 평화상의 개인 사본을 수령했다. 녹색성장과 기후변화 대응 활동에 기여한 것을 인정받아 러시아 모스크바 국립대학으로부터 명예박사 학위를 받았다”고 소개한다.

이어 “미세먼지 문제 해결을 위한 국가 기후환경위원회 위원, 카자흐스탄 환경단체연합의 자문위원장, 인천대 석좌교수 등을 역임했다. 현재 ‘보다 나은 미래를 위한 반기문 재단’의 이사와 러시아 ‘글로벌 에너지 프라이즈’의 심사위원장을 맡고 있다. 성균관대학교 경제학과를 졸업했다. 미국 조지타운 대학원에서 외교학으로 석사학위를 받았다”고 덧붙였다.

정내권 전 대사는 '기후담판' 등의 저서도 출간, 유명 작가이기도 하다. 지난해 4월8일 국회 의원회관 소회의실에서 열렸던 '기후담판' 북 콘서트에서 “국제사회에 당면한 기후위기의 문제에 국제기구와 국가, 기업들의 대응속도와 제도의 한계를 지적하며 미래 대안으로 ‘자발적 탄소가격 지불 운동’으로 세상을 바꿀 것”을 강조했었다. “국제기구나 각국 정부들이 제도를 만들고 기업들의 이행을 막연히 기다리기 보다는 기후위기를 걱정하는 우리 모두가 ‘나부터’라는 자세로 시작해 신재생에너지 등의 소비에 먼저 앞장서자”고 촉구했다.
필자와 정내권 전 대사는 1980년대, 같은 시간대 미국의 뉴욕살이를 해봤었다. 뉴요커 출신인 것.
