AP통신 보도 등에 따르면 지난달 22일 인도령 카슈미르 휴양지 파할감 인근에서 발생한 총격 테러와 관련, 인도는 배후로 파키스탄을 지목하며 강력 대응을 예고했다. 당시 테러로 관광객 등 26명이 사망하고 17명이 부상을 입었다.
인도는 이후 인더스강의 물 흐름을 막지 않기로 한 '인더스강 조약'의 효력을 정지하는 한편, 자국 내 파키스탄 국적자에 대한 비자를 전면 취소하는 등 강경 조치를 단행했다.
