이번 무임카드는 경주시에 주민등록이 되어 있는 1955년 7월 1일 이전 출생자를 대상으로 하며, 이후 출생자도 생일이 지나 만 70세가 되는 시점부터 순차적으로 발급받을 수 있다.
해당 카드를 발급받은 시민은 오는 7월 1일부터 경주를 포함해 포항시, 영덕군에서 운행하는 모든 시내버스를 무료로 이용할 수 있다.
카드는 거주지 읍면동 행정복지센터에서 신분증을 지참한 본인이 직접 방문해 신청해야 하며, 대리 신청은 불가능하다. 시는 발급 초기 혼잡을 방지하기 위해 첫 주에는 출생연도 끝자리에 따라 요일별로 신청을 받는 ‘5부제’를 운영한다.
요일별 신청 대상은 △월요일 1·6 △화요일 2·7 △수요일 3·8 △목요일 4·9 △금요일 5·0 순이다.
무임카드는 경주시에 주민등록이 되어 있어야 발급 가능하며, 타 지역으로 전출 시 자동으로 이용이 정지된다. 또한 부정 사용이 확인될 경우 최대 1년간 사용이 제한될 수 있다.
주낙영 경주시장은 “이번 무임 제도는 어르신들의 교통비 부담을 덜어주고 보다 활기차고 자유로운 노후생활을 지원하는 데 큰 의미가 있다”며 “카드 발급과 이용 과정에서 불편함이 없도록 철저히 준비하겠다”고 말했다.
한편 경주시는 시청 홈페이지와 읍면동 행정복지센터를 통해 무임카드 발급 및 이용 방법을 적극적으로 안내하고 있으며, 고령층도 쉽게 이해할 수 있도록 설명자료를 함께 배포하고 있다.
이번 제도 시행으로 병원 진료, 생필품 구매, 문화·여가 활동 등 고령층의 일상 이동에 따른 경제적 부담이 줄고, 사회 참여 기회가 확대될 것으로 기대된다.
