이번 프로그램은 구가 교육경비를 활용해 추진한 사업으로, 서울시 자치구 중 최초로 관내 중학교들이 연합해 해외 교류에 참여한 사례다. 각 학교에서 1명씩 선발된 대표 학생 14명과 교원 3명 등이 참가했으며, 2024년 중랑구 장미학교로 지정된 장안중학교(교장 장광현)가 대표학교를 맡아 교류 활동을 지원했다.
이번 사업은 중랑구 장미축제와 불가리아 카잔루크시 장미축제를 매개로 8년간 이어온 문화 교류에서 출발해, 양국 청소년 간의 교육 교류로 발전한 것이다. 소피아 18번 종합학교는 유럽 최초로 한국어 정규반을 운영하는 학교로, 한국과의 교육 협력에 높은 관심을 보여왔다.
