【브레이크뉴스 경주】박희경 기자=오는 10월, 경주시가 아시아태평양경제협력체(APEC) 정상회의 개최를 계기로 역사문화도시에서 국제도시로 도약하기 위한 대대적인 준비에 나서고 있다. 단순한 회의 유치에 그치지 않고 도시 전반의 구조와 시스템을 혁신하며, 미래형 글로벌 도시로의 변화를 꾀하고 있다.
도심 전체가 ‘국제무대’로
경주시는 보문관광단지를 중심으로 회의 인프라 구축에 집중하는 한편, 도심 전역을 무대로 한 도시혁신을 병행하고 있다. APEC 주요 회의가 열릴 화백컨벤션센터(HICO) 주변에는 자율주행 셔틀 운행을 위한 교통체계가 마련되고, 다국어 관광안내판과 야간 조명시설, 대형 조형물 등이 설치돼 글로벌 방문객을 맞이할 준비가 진행 중이다.

도심권도 정비에 들어갔다. 북천·남천 일대는 수변 산책로와 환경 개선이 추진되고 있으며, 첨성대·월정교·대릉원 등 주요 유적지와 연결되는 도보 동선은 관광객 편의를 고려해 재정비된다. 산업로, 보불로, 서라벌대로 등 주요 도로에는 차선 재도색, 가드레일 교체, 표지판 정비 등이 이뤄지고 있다.
또한, 구도심에는 노후 담장과 간판을 정비하고 외국인을 고려한 영문 표기와 통일 디자인이 적용되고 있으며, 전통미와 현대적 감각이 어우러진 거리로 재탄생하고 있다.
관광기초 서비스도 전면 재정비
국제회의 도시로서의 품격을 높이기 위해 관광 서비스 전반에도 손질이 가해지고 있다. 음식점 150개소가 ‘APEC 월드 음식점’으로 지정돼 다국어 메뉴판, 위생등급제, 스마트 주방 도입 등이 지원되며, 종사자들을 대상으로 외국어 및 친절 교육이 이뤄지고 있다.
숙박업소 384곳에 대한 사전 점검과 정비도 한창이다. 객실요금 사전 게시, 위급상황 대응 매뉴얼 비치, 비품 교체 등의 정비와 함께 다국어 안내 기기와 매뉴얼이 제공된다. 이를 통해 외국인 방문객의 체류 만족도를 높이겠다는 것이 시의 방침이다.

전통시장도 변화하고 있다. 중앙시장과 성동시장 등은 외국인 친화 환경으로 조성되며, 상인 대상 위생·서비스 교육과 함께 미디어 안내체계, 체험 부스, 포토존 설치 등이 진행 중이다. 주요 관광지인 불국사, 동궁과 월지, 황리단길 등도 조명 개선과 접근성 강화를 통해 야간 관광 수요에 대응한다.
시민이 주도하는 ‘생활 속 APEC’
경주시는 이번 APEC을 시민과 함께 만드는 국제행사로 만들기 위해 다양한 시민참여 프로그램을 운영 중이다. 대표적으로 ‘APEC 시민대학’은 시민들에게 국제 매너, 외국어 회화, 응급 대처법 등을 교육하며 큰 호응을 얻고 있다.
자원봉사단은 단계별로 선발돼 회의 진행 지원, 관광 안내, 통역, 환경 정비 등 다양한 분야에서 활동하게 된다. 특히 외국어에 능통한 시민들은 각국 방문객과의 교류에 중요한 역할을 맡는다.

시내 전역에서는 매월 넷째 주 수요일 ‘APEC 클린데이’가 운영되며, 시민 자율정화, 미소 인사 캠페인, 가로화분 놓기 운동 등이 민관 협업으로 이뤄지고 있다. 학생·청년·시니어 등 다양한 계층이 참여하는 행사로 ‘시민 모두의 APEC’이라는 인식 확산도 이뤄지고 있다.
문화공연, 콘텐츠 공모전, SNS 챌린지 등도 마련돼 시민들의 자발적 참여를 유도하고 있다.
APEC 그 이후를 위한 도시 전략
경주시는 APEC 정상회의를 일회성 이벤트가 아닌 중장기 발전 전략의 시작점으로 삼고 있다. 핵심은 국제회의 복합지구 조성이다. 보문관광단지를 중심으로 회의, 숙박, 관광, 비즈니스 기능이 융합된 복합공간을 조성해 향후 유엔 기후총회, 글로벌 문화포럼 등 대규모 국제행사 유치 기반을 마련한다는 계획이다.
문화유산의 현대적 활용 전략도 본격화된다. 신라왕경 복원과 연계된 콘텐츠 개발, 동궁원 리뉴얼, 세계유산 탐방센터 구축 등 체험형 관광 콘텐츠 확장이 진행되고 있다.

이와 함께 SMR 국가산단, 글로벌 원자력캠퍼스, e-모빌리티 부품산단 등 미래산업 기반도 확충해, 경주를 관광도시를 넘어 친환경 에너지 도시로 탈바꿈시키는 전략이 추진된다.
