충남 당진시가 18년 묵은 지역 숙원을 현실화하며 의료·교육 인프라 확충에 본격 나선다.
당진시는 충청남도, 현대제철과 함께 종합병원과 자율형 사립고(자사고) 설립을 위한 3자 업무협약을 체결하고, 조속한 착공을 위한 준비 절차에 돌입했다고 27일 밝혔다.
이번 협약은 지난 25일 충남도청에서 오성환 당진시장, 김태흠 충남도지사, 서강현 현대제철 대표이사가 참석한 가운데 체결됐다. 협약 체결 이틀 후인 27일에는 오성환 시장이 시청 해나루홀에서 기자회견을 열고 사업 추진 경과와 향후 계획을 직접 설명했다. 이날 자리에는 현대제철 이보룡 부사장도 동석해 협력 의지를 함께 밝혔다.
이번 사업은 2007년 정몽구 현대제철 선대회장이 당진군수와의 면담에서 처음 약속했던 지역사회공헌 계획에서 비롯됐다. 당시 현대제철은 복지타운, 종합병원, 특목고 설립 등을 제안했고, 이 중 복지타운은 2012년 총 330억 원 규모로 완공됐다.
하지만 병원과 학교 설립은 진전 없이 지체돼 왔다. 이에 민선 8기 오성환 시장은 해당 약속의 이행을 주요 공약으로 내세우고, 현대제철 측과 지속적인 협의를 이어왔다. 2023년 구두 합의를 시작으로, 2024년 실무 논의가 본격화되며 마침내 협약서에 공식 서명하게 된 것이다.

현대제철은 2024년 8월 의료법인 설립 평가안을 수립했고, 10월에는 자사고 설립을 위한 전문 컨설팅 용역에도 착수한 상태다. 병상 수, 진료 과목, 학교 형태 및 운영 주체 등 구체적인 사안은 민·관·전문가가 참여하는 TF를 통해 확정해 나갈 예정이다.
당진시는 인구 17만 명 규모에도 불구하고 여전히 중증 및 응급의료 시스템과 고등교육 인프라가 부족해 주민 불편이 이어져 왔다. 이에 종합병원 건립으로 안정적인 병상 확보와 응급의료 공백 해소가 가능해질 것으로 기대하고 있다.
또한 지역 학생들이 우수한 교육 여건을 찾아 외부로 빠져나가는 상황을 막고, 자사고 설립을 통해 지역 인재를 체계적으로 양성할 수 있는 기반을 마련할 방침이다.
오성환 시장은 “단순한 인프라 조성을 넘어 시민의 삶을 바꾸는 중요한 전환점이 될 것”이라며 “정주여건 개선과 지역 경쟁력 향상을 위해 끝까지 책임 있게 추진하겠다”고 밝혔다. 이어 “국내외 경제 여건이 어려운 가운데에서도 지역 발전을 위한 현대제철의 결단에 깊이 감사드린다”고 덧붙였다.
