충남 태안군이 집회 현수막의 무분별한 게시와 방치를 막기 위한 제도적 장치를 마련했다.
이를 위해 태안군은 도시 경관 훼손과 주민 불편의 주요 원인으로 지적되어온 ‘집회용 현수막’의 관리 강화를 골자로 한 업무처리 지침을 제정하고, 지난 6월 25일부터 시행에 들어갔다고 밝혔다.

만약 집회 주최자가 현수막만 남긴 채 자리를 비우거나, 집회 종료 후에도 철거하지 않을 경우에는 옥외광고물 등의 관리와 옥외광고산업 진흥에 관한 법률에 따라 군이 해당 현수막을 철거하고, 과태료 등 행정처분을 부과할 수 있다.
태안군은 이번 지침 제정을 위해 행정안전부와 법제처의 유권 해석을 바탕으로 법적 타당성을 확보했으며, 이를 통해 현수막 게시의 정당성 여부를 보다 명확하게 판단할 기준을 마련했다.
