(브레이크뉴스인천 박상도 기자) 인천시가 이동권 사각지대에 놓여 있는 와상장애인을 위한 ‘이동지원 시범운영 사업’을 지난 6월 30일부터 시행했다고 밝혔다.
이번 사업은 와상장애인의 건강권과 의료접근성 보장을 위한 것으로, 와상장애인들의 안전한 병원 이동은 물론 이동시 발생하는 경제적 부담도 크게 줄 전망이다.
와상장애인은 스스로 앉기 어렵고 독립적으로 앉은 자세를 유지하지 못하는 중증장애인으로, 병원 진료·재활 등 정기적 의료 이용이 필수적임에도 보유차량(특별교통수단, 바우처택시)으로는 누운 자세 탑승이 불가능해 이동권과 의료접근권 보장에 공백이 있었다.
그동안 와상장애인은 병원 이용 시 고통과 위험을 감수하면서 일반 택시에 무리하게 탑승하거나 고가의 사설구급차를 이용해야 하는 등 이동권과 건강권 침해가 지속적으로 제기돼 왔다.
2023년 5월 헌법재판소는 이러한 제도적 미비가 평등권을 침해한다며 ‘교통약자의 이동편의 증진법 시행규칙’개정을 요구했고, 지난해 한국인권진흥원(경기도 인권단체)은 ‘와상장애인 이동권과 의료접근권 침해’에 대한 진정서를 인천시를 비롯한 전국 지자체에 제기한 바 있다.
이에 인천시는 시범사업을 통해 와상장애인을 위한 특수차량 도입 이전 공백 기간의 현장 수요를 선제적으로 보완하고, 운영 결과를 바탕으로 조례 정비 및 본사업 전환을 준비한다는 방침이다.
올해 말까지 운영하는 시범사업은 인천시에 거주하며, 진단서를 통해 와상장애로 인정된 장애인을 대상으로 한다.
민간 구급차(3개 업체, 22대)를 연계해 와상장애인의 진료 목적의 병원 이동을 지원하는 것으로, 이동지원 범위는 인천 전 지역과 서울·경기도이며 안전교육을 이수한 운전원과 동승 지원 인력이 배치된다.
이번 시범 사업은 인천교통공사가 주관하며 서비스를 이용하려면 인천교통약자 이동지원센터에 와상장애 증빙서류 제출을 통해 이용 등록을 해야 한다.
이동 지원 차량 운행시간은 매일 오전 7시부터 오후 8시까지로, 전일 오전 7시부터 오후 4시까지 콜센터에 사전 예약해야 한다.
다만 시범운영 기간 동안 이용 횟수는 월 2회(편도)로 제한된다.
서비스 이용자가 부담하는 회당 이용요금은 5,000원이며 10㎞ 초과 운행 시 1㎞당 1,300원의 추가 요금이 발생한다.
