논산시, 부창3·4지구 지적재조사 현장사무소 운영

충남 논산시(시장 백성현)가 오는 7월 14일부터 25일까지 12일간 논산시청 민원실 3층에 ‘2025년 지적재조사 부창 3·4지구 현장사무소’를 설치·운영한다. 

이번 현장사무소 개소는 지적재조사 사업의 일환으로, 토지소유자 및 이해관계인을 대상으로 경계 협의를 본격 추진하기 위한 조치다.

현장사무소에는 논산시 사업 부서 담당자와 한국국토정보공사 직원이 상주하며, 토지 경계에 대한 설명과 의견 수렴을 동시에 진행한다. 이를 통해 토지소유자와의 사전 협의를 강화하고, 경계 결정 과정에서의 분쟁 소지를 최소화하는 데 초점을 맞췄다.

논산시 관계자는 “현장사무소 운영을 통해 토지소유자에게 충분한 설명을 제공하고 사업이 원활하게 추진될 수 있도록 최선을 다하겠다”고 밝혔다.

현장사무소를 방문하지 못한 토지소유자들은 논산시 토지정보과를 통해 경계 결정 관련 자료를 열람하거나 의견을 개진할 수 있다. 이후 의견 수렴 절차가 마무리되면, 해당 토지의 소유자 및 이해관계인에게 지적 확정 예정 통지서가 개별 우편 발송된다. 만일 결정된 경계에 대해 이견이 있는 경우, 통지서 수령일로부터 20일 이내에 의견서를 제출하면 된다.

한편, 지적재조사 사업은 국토교통부가 주관하는 국가사업으로, 토지의 실제 이용 현황과 지적공부상의 경계가 불일치하는 지역을 정밀 측량해 지적공부를 정정하고, 새로운 지적 도면을 작성하는 과정을 말한다. 해당 사업은 토지 경계 분쟁 해소와 토지 행정의 효율성 제고를 목적으로 추진되며, 장기적으로는 디지털 지적 체계의 기반을 마련하는 데 기여하게 된다.
