지금 전 세계는 인공지능 열풍에 휩싸여 있다. 미국, 중국, 유럽은 말할 것도 없고, 대한민국 역시 AI에 대한 기대와 투자, 경쟁과 공포가 교차하는 초긴장 상태에 있다. 정부와 기업이 경쟁하듯 AI에 수십조 원을 쏟아붓고, 언론과 학계는 연일 AI의 기회와 위험을 동시에 조명한다. 하지만 지금 우리가 마주한 가장 절실한 질문은 'AI는 정말 인류를 구할 것인가, 아니면 조용히 지구를 파괴하고 있는가?'이다.

기후위기가 답을 말해주고 있다. 2025년 여름, 지구는 유례없는 폭염에 휩싸였다. 서울은 연일 37도를 넘나들고, 파리와 뉴욕의 거리에는 냉방 전력 부족으로 교통이 마비되었다. 기록적이라는 말조차 무뎌진 이 폭염의 배후에는 우리가 외면해온 보이지 않는 에너지 몬스터, 바로 AI와 데이터센터가 있다.
최근 스위스 제네바에서 열린 UN 산하 국제전기통신연합(ITU) 주최 '인류와 지구의 공익을 위한 인공지능 세계 정상회의(AI for Good Global Summit)에서 연설자로 초청받았다. 국제전기통신연합 '가상세계 및 AI 글로벌 이니셔티브’ 집행위원으로 활동 중인 나는 이 자리에서 전 세계 140개국 정부, 기업, 국제기구 대표들 앞에서 인공지능은 이제 인류의 편의를 넘어 생존을 위협하는 기후 가속기(Climate Accelerator) 가 되고 있고, 기술의 방향은 더 이상의 가속이 아니라, 전환(transition)이어야 한다는 경고의 메시지를 던졌다.
AI는 윤리적 측면에서도 거대한 도전 과제다. 인간의 일자리를 대체하고, 가짜 정보를 복제하며, 인간 통제를 벗어난 자율 결정을 실행할 수 있는 AI의 위협에 대해, 이미 국제사회는 경고음을 울리고 있다. 하지만 우리는 여전히 국제윤리장치나 규범 체계를 제대로 갖추지 못했다. UN 차원의 AI 윤리 헌장과 강제력 있는 글로벌 감시기구를 조속히 구축하지 않으면, 기술은 기후만이 아니라 문명 자체를 삼킬 수 있다.
○ 서버가 뜨거울수록, 지구도 뜨거워진다
전 세계 AI 데이터센터들은 24시간 멈추지 않고 연산을 수행한다. 그 연산 과정에서 엄청난 열이 발생하고, 이 열을 식히기 위해 또 다른 전력이 투입된다. 예를 들어, 중형 AI 데이터센터 한 곳만 해도 하루 평균 600MWh, 연간으로는 약 21만 9천MWh의 전력을 소비한다. 이는 10만 톤 이상의 탄소 배출에 해당하며, 중소 도시 전체의 연간 전력 소비량과 맞먹는다. 더 심각한 사실은 전체 에너지의 절반 가까이가 냉각에만 소모된다는 점이다. 즉, AI가 진화할수록 지구는 더 뜨거워지고, 인간의 생존은 더 위협받는다.
국제에너지기구(IEA)는 데이터센터가 이미 전 세계 전력 소비의 3% 이상을 차지하고 있으며, 2030년에는 그 비율이 8%를 넘을 것이라 예측한다. 2019년 미국 연구진은 GPT-3 훈련 하나에만 550톤의 이산화탄소가 발생했다고 발표한 바 있다. 지금 우리는 AI 진보와 기후 재앙이 직결된 시대에 살고 있는 것이다. 문제는 여기서 끝나지 않는다. 전체 에너지의 절반 가까이는 서버를 식히기 위한 냉각에 다시 소모된다. 서버가 뜨거울수록, 지구는 더 뜨거워진다.
○ 이제는 기술의 방향을 바꿔야 한다.
더 빠르고 더 똑똑한 AI가 아니라, 더 가볍고 더 분산된 AI가 필요한 시점이다. 대안은 있다. 바로 AutoXML이라는 구조 전환 기술이다. 이제 인류는 선택해야 한다. 에너지 집약적 AI보다 에너지 효율적 AI를, 중앙집중형 AI보다 분산형 AI를 선택해야 할 시점이다. AutoXML은 중앙 서버나 초대형 데이터센터에 연산을 집중시키지 않는다. 대신, 각 개인의 스마트폰, 자율주행차, IoT 기기들이 스스로 연산을 수행하고 통신을 분산 처리하는 초경량 AI 아키텍처다. 기기의 데이터는 자동 암호화되어 블록체인 수준의 보안성을 확보하고, 모든 연산은 저전력 기반으로 설계된다. 핵심 원리는 탈중앙화(Decentralization)와 저전력화(Low Energy Architecture)이다.
이 방식은 기존 대형 데이터센터가 필요로 하던 냉각비용과 폐열을 원천적으로 제거한다. 일부 실험에 따르면 AutoXML 구조를 도입하면 AI 운영 비용의 70% 이상, 냉각 전력의 80% 이상을 줄일 수 있다. 이 기술이 세계적으로 보급되면, 지구 평균기온 상승을 최대 0.3도까지 억제할 수 있다는 전망도 있다.
○ 기술은 준비됐다, 이제는 의지의 문제다
기술은 이미 존재한다. 이제 필요한 것은 정치와 산업, 시민사회의 전환 의지다. 우리는 단순한 기술개발을 넘어서 전 지구적 전략을 재설계해야 한다. 나는 이를 기후 대응형 인공지능 전환 전략(Green AI Transition Strategy)이라 명명한다. 다섯 가지 로드맵이 있다.
1. 데이터 다이어트 운동 –거대 AI 모델을 경량화하고, 불필요한 연산을 줄이는 구조로 재설계해야 한다.
2. AutoXML 전환 캠페인–정부 및 글로벌 기업을 대상으로 AutoXML 채택을 유도하는 공공 캠페인을 전개해야 한다.
3. 저탄소 AutoXML 인증제 도입– ESG 평가항목에 AutoXML 채택 여부를 포함시키고, 저탄소 운영에 대한 인센티브를 부여해야 한다.
4. 폐열 순환 시스템 구축–기존 데이터센터의 폐열을 지역 난방, 수경농업 등에 활용하는 도시 순환 구조를 도입해야 한다.
5. 국제 협약 체결–유엔(UN), 유엔 교육 과학 문화 기구(UNESCO), 국제 음향 및 시청각 아카이브 협회(IASA) 등 국제기구와 연계해 기후-기술 협약(Global Climate-Tech Pact) 체제를 수립해야 한다.
○ 대한민국의 전략—AI 투자 100조의 진짜 길은 무엇인가
이재명 정부는 최근 100조 원 규모의 국가 AI 투자 계획을 발표했다. 그러나 그 100조가 모두 ‘더 뜨겁고, 더 무거운’ AI를 향한다면, 이는 또 하나의 기후 재앙이 될 뿐이다.
AI 반도체와 서버 중심의 초집중형 구조만을 강화할 경우, 우리는 기후와 기술 양쪽에서 모두 실패하게 된다. 삼성전자도 AI 반도체 시장에서 대규모 투자 결정을 주저하다 미국에 한참 뒤처진 상황이다. 그렇다면 지금 우리에게 필요한 전략은 무엇인가? 전체 예산의 99조 원, 즉 99%는 기존의 선택과 집중 전략에 맡기더라도, 단 1조 원—전체의 1%에 불과한 금액만이라도—AutoXML 혁신가 1만 명에게 과감히 투자하자. 스타트업, 중소기업, 사회적 기업, 지방 거점 연구소에 AutoXML 기반 분산형 AI 솔루션 개발 자금을 직접 지원하고, 도전하다 실패하더라도 지속 가능한 지원 체계를 마련해야 한다. 에디슨도 실패는 발명의 어머니라고 말하지 않았던가. 결국 그들이 만드는 기술은 곧 대한민국이 지구적 리더십을 행사할 수 있는 녹색 기술 플랫폼이 될 것이다.
○ 이제는 대한민국이 나설 차례다

우리는 디지털 강국이다. 기술력도 있고, 기후 대응 역량도 높고, 국제 무대에서 협상력도 갖춘 나라다. 그렇다면 이제는 지구 수호국(Planet Guardian Nation)으로 도약할 차례다. 그 출발점은 바로 AutoXML이라는 전략적 전환에 있다. 기후위기에 맞선 기술은 선택의 문제가 아니라, 생존의 전략이다. 그 전략의 최전선에, 대한민국이 서야 한다. 슬로건은 분명하다. 뜨거운 서버를 식혀라!! Overheating Servers in the AI Era ‘The Earth is Getting Hotter’

The entire world is currently engulfed in an AI craze. Not to mention the US, China, and Europe, South Korea is also in a state of extreme tension where expectations and investments, competition, and fears about AI intersect. Governments and companies are pouring tens of trillions of won into AI as if competing, and the media and academia are simultaneously highlighting the opportunities and risks of AI every day. However, the most urgent question we face now is, ‘Will AI really save humanity, or is it quietly destroying the Earth?’
The climate crisis is giving us the answer. In the summer of 2025, the Earth was engulfed in an unprecedented heat wave. Seoul was experiencing temperatures of over 37 degrees Celsius every day, and traffic on the streets of Paris and New York was paralyzed due to a lack of air conditioning power. Behind this heat wave, which has become so dull that even the word record-breaking is no longer enough, are the invisible energy monsters that we have been ignoring: AI and data centers.
Recently, I was invited as a speaker at the 'AI for Good Global Summit' hosted by the International Telecommunication Union (ITU) under the United Nations in Geneva, Switzerland. As an executive member of the ITU's 'Virtual World and AI Global Initiative', I delivered a warning message to the representatives of 140 governments, companies, and international organizations around the world that AI is now becoming a climate accelerator that threatens not only the convenience of humanity but also its survival, and that the direction of technology should be transition, not further acceleration.
AI is also a huge challenge from an ethical perspective. The international community is already sounding the alarm about the threat of AI that can replace human jobs, replicate fake information, and execute autonomous decisions beyond human control. However, we still do not have a proper international ethics mechanism or normative system. If we do not quickly establish a UN-level AI ethics charter and a global oversight body, technology could swallow not only the climate but also civilization itself.
○ The hotter the server, the hotter the Earth
AI data centers around the world perform calculations 24 hours a day without stopping. During the calculation process, enormous heat is generated, and additional power is invested to cool this heat. For example, just one medium-sized AI data center consumes an average of 600 MWh per day and about 219,000 MWh per year. This is equivalent to more than 100,000 tons of carbon emissions and is equivalent to the annual power consumption of an entire medium-sized city. What is more serious is that nearly half of the total energy is consumed for cooling alone. In other words, as AI evolves, the Earth becomes hotter and human survival is threatened more.
The International Energy Agency (IEA) predicts that data centers already account for more than 3% of global electricity consumption and that the proportion will exceed 8% by 2030. In 2019, American researchers announced that just one GPT-3 training generated 550 tons of carbon dioxide. We are now living in an era where AI advancement and climate disaster are directly linked. The problem does not end here. Nearly half of all energy is consumed again in cooling the servers. The hotter the servers, the hotter the Earth becomes.
○ Now is the time to change the direction of technology.
It is time for lighter and more distributed AI, not faster and smarter AI. There is an alternative. It is a structural transformation technology called AutoXML. Now is the time for humanity to choose. It is time to choose energy-efficient AI over energy-intensive AI, and distributed AI over centralized AI. AutoXML does not concentrate computations on central servers or large data centers. Instead, it is an ultra-light AI architecture in which each individual smartphone, self-driving car, and IoT device performs computations on their own and distributes communication. The data on the device is automatically encrypted to secure blockchain-level security, and all computations are designed based on low power. The core principles are decentralization and low energy architecture.
This method fundamentally eliminates the cooling costs and waste heat that existing large data centers require. According to some experiments, introducing the AutoXML structure can reduce AI operating costs by more than 70% and cooling power by more than 80%. There is also a prediction that if this technology is distributed globally, it can suppress the increase in the average global temperature by up to 0.3 degrees.
○ The technology is ready, now it is a matter of will
The technology already exists. What is needed now is the will of politics, industry, and civil society to change. We need to redesign a global strategy beyond simple technology development. I call this the Green AI Transition Strategy. There are five roadmaps.
1. Data Diet Movement - We need to redesign the structure to make large AI models lighter and reduce unnecessary operations.
2. AutoXML Transition Campaign - We need to launch a public campaign targeting governments and global companies to induce the adoption of AutoXML.
3. Introduce low-carbon AutoXML certification system – Include AutoXML adoption in ESG evaluation items and provide incentives for low-carbon operation.
4. Establish waste heat circulation system – Introduce an urban circulation structure that utilizes waste heat from existing data centers for district heating, hydroponic farming, etc.
5. Sign international agreements – Establish a Global Climate-Tech Pact system in cooperation with international organizations such as the United Nations (UN), the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the International Association of Sound and Audiovisual Archives (IASA).
○ Strategy of the Republic of Korea – What is the real path for the 100 trillion won AI investment?
The Lee Jae-myung government recently announced a national AI investment plan worth 100 trillion won. However, if all of that 100 trillion won is directed toward ‘hotter and heavier’ AI, it will only lead to another climate disaster.
If we only strengthen the hyper-concentrated structure centered on AI semiconductors and servers, we will fail in both climate and technology. Samsung Electronics is also hesitant to make large-scale investment decisions in the AI semiconductor market, and is far behind the United States. So what strategy do we need now? Even if 99 trillion won, or 99% of the total budget, is left to the existing selection and concentration strategy, let’s boldly invest just 1 trillion won—just 1% of the total—in 10,000 AutoXML innovators. We should directly provide funds for the development of distributed AI solutions based on AutoXML to startups, small and medium-sized enterprises, social enterprises, and local research institutes, and establish a sustainable support system even if they fail. Didn’t Edison say that failure is the mother of invention? In the end, the technology they create will soon become a green technology platform that will allow South Korea to exercise global leadership.
○ Now is the time for South Korea to step up
We are a digital powerhouse. We have technological prowess, strong climate response capabilities, and negotiation power on the international stage. So now is the time to leap forward as a Planet Guardian Nation. The starting point is the strategic shift called AutoXML. Technology to combat climate crisis is not a matter of choice, but a survival strategy. South Korea must stand at the forefront of that strategy. The slogan is clear. Cool down the hot server!! Let's save the Earth with AutoXML!! If we do not change the direction of technology now, technology will eventually threaten our survival. Now is the last chance to change that direction.
