이 보도자료에 따르면, 이 회의에는 유엔 기구, 국제 NGO, 시민사회, 외교단 등 50여 명의 국제 전문가가 참가해, 중동 지역에서의 인도주의 위기와 민간인 보호 방안, 그리고 지속 가능한 지역 안정을 위한 다자 협력 전략을 심도 있게 논의할 예정이다. 회의는 다음의 6가지 핵심 주제로 구성된다.

▲국제인도법(IHL) 이행 및 집행 강화=가자지구 등 분쟁지역에서의 국제인도법(IHL) 위반 사례, 비국가행위자의 개입과 그에 따른 법적 과제, 책임추궁의 실패 및 장애 요인, 국제 및 지역 차원의 대응을 폭넓게 점검하고, 이에 기반한 실질적인 해결방안을 도출한다.
▲민간인 보호 및 대규모 이재민 대응 전략=지역 공동체 기반의 평화 구축 전략, 경제적 자립과 인프라 회복을 통한 갈등 완화 방안, 그리고 평화와 공존을 촉진하는 ‘개별 주체(lone actors)’의 역할 등 새로운 접근법을 모색한다.

▲지역 기반(bottom-up) 평화구축 전략=지역 주민 및 공동체와의 직접적 소통을 통한 장기적 평화 정착 방안, 경제 및 인프라 개발을 통한 구조적 전환의 가능성을 논의한다.
▲이스라엘–이란 갈등과 미국의 전략적 역할=최근의 양국 갈등을 둘러싼 외교·안보적 파장, 핵 프로그램의 장기적 함의, 이념 대립의 조정 가능성 등을 다각도로 접근하며, 분쟁의 악순환을 피하기 위한 평화 중심적 해법과 외교적 중재 전략에 집중한다.
▲북한 급변 사태에 대한 국제사회 대응 시나리오=한반도 정세 변화에 대비한 국제사회의 대응 전략, 정책 연속성과 전환 가능성, 난민 수용 및 안보 리스크 관리 방안을 중심으로 논의한다.
컨퍼런스 좌장을 맡은 김도헌 ILEF 사무국장은 “이번 회의를 통해 ILEF는 단순한 논의 참여를 넘어, 실질적 해결책을 제안하는 국제 공론장의 구축자로 자리매김하고자 한다. 앞으로도 ILEF는 이러한 플랫폼을 정례화하여 인권, 협력, 평화와 같은 보편 가치를 확산하고, 국제사회의 실효적 대응에 기여할 것”이라고 피력했다.
이 회의는 유엔의 공식 프로토콜에 따라 중립성·포용성·국제법 존중의 원칙 하에 진행되며, 참가자의 의견은 유엔 또는 그 산하기구의 공식 입장을 대변하지 않는다.

[Geneva, Switzerland] The International Law Enforcement Federation (ILEF; official website: www.ilefun.org) announced in a press release dated August 4th, "The International Law Enforcement Federation (ILEF), an NGO in Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), will hold a high-level international conference at 10:00 AM (local time) on Tuesday, August 12, 2025, at the Palais des Nations in Geneva, Switzerland."
According to the press release, approximately 50 international experts, including UN agencies, international NGOs, civil society, and the diplomatic corps, will attend the conference to discuss in-depth issues related to the humanitarian crisis in the Middle East, measures to protect civilians, and multilateral cooperation strategies for sustainable regional stability. The conference will focus on six key themes: ▲ Strengthening the Implementation and Enforcement of International Humanitarian Law (IHL) = This conference will comprehensively examine violations of international humanitarian law (IHL) in conflict zones such as the Gaza Strip, the involvement of non-state actors and the resulting legal challenges, failures and obstacles to accountability, and international and regional responses. Based on these findings, it will develop practical solutions.
▲ Strategies for Civilian Protection and Mass Displacement Response: This conference will explore new approaches, including community-based peacebuilding strategies, conflict mitigation through economic self-reliance and infrastructure restoration, and the role of lone actors in promoting peace and coexistence.
▲ Strengthening UN-NGO Cooperation Mechanisms: This conference will share models of crisis response cooperation between ECOSOC consultative status NGOs, UN agencies, and local authorities, and propose effective linkage and coordination strategies in humanitarian settings.
▲ Bottom-up Peacebuilding Strategies: This conference will discuss long-term peacebuilding strategies through direct communication with local residents and communities, and the potential for structural transformation through economic and infrastructure development. ▲The Israel-Iran Conflict and the Strategic Role of the United States: This session will explore the diplomatic and security implications surrounding the recent conflict between the two countries, the long-term implications of the nuclear program, and the potential for mediation of ideological conflicts from various perspectives. It will focus on peace-centered solutions and diplomatic mediation strategies to avoid a vicious cycle of conflict.
▲Scenarios for the International Community's Response to Rapid Changes in North Korea: This session will focus on the international community's response strategies to changes in the Korean Peninsula situation, policy continuity and transition possibilities, and refugee acceptance and security risk management measures.
ILEF Secretary General Kim Do-heon, who moderated the conference, stated, "Through this conference, ILEF aims to establish itself as a forum for international discussion, moving beyond mere participation in discussions and proposing practical solutions. ILEF will continue to regularize this platform to promote universal values such as human rights, cooperation, and peace, and contribute to an effective response from the international community."
