문재인 전직 대통령이 현직 대통령에게 조국 전 법무장관(이하 존칭 생략) 사면을 건의했다고 한다. 먼저 이래도 되나 싶다. 물론 국민의힘의 사면 건의도 어이없긴 마찬가지다. 실은 국민의힘이 그 빌미를 제공한 것으로 보인다.
문재인 정부 때 부동산 가격 대폭발이 오고, 최저임금 급격한 인상으로 인해 일자리 감소에 물가상승이 겹쳤다. 그뿐일까? 한국의 자유시장 시스템이 완전 붕괴될 지경에 이르렀다. 엉뚱한 ‘중국몽’ 프로젝트로 사대주의자들이 득세케 할 환경을 만든 결과 한국은 정체성 혼란과 안보불안이 겹쳐 가히 아비규환 상태다. 대미 관세협상에서 불리함을 떠안아야 했던 것도 실은 문 정부의 유산일 수도 있다.

고집스럽게 조국을 법무장관에 앉히려다 소동이 벌어지며 우여곡절 끝에 윤석열 정부가 들어서게 됐다. 사실상 문 전 대통령과 조국이 정권교체에 일등공신들이자 조력자들인 셈이다. 그런 문 전 대통령이 정청래 대표 체제가 되자마자 조국 사면을 노골적으로 건의했다는 것이다. 염치 파렴치를 떠나서 이는 전직 대통령으로서 대단히 잘못된 행동이다. 만인은 법 앞에 평등하다. 사면 받고 싶어하는 조국의 마음은 자연스럽다. 하지만 사면을 건의하는 문 전 대통령은 너무 무책임해 보인다.
이재명 대통령은 딜레마에 빠질 수밖에 없다. 문재인 전 대통령의 건의를 들어주자니 민심이반이 걱정될 것이다. 건의를 모른체 하면 민주당 지도부를 장악한 친문계의 반감을 살 게 뻔하다. 이 대통령은 조국 사면을 수용할 가능성이 높다. 당의 균열을 원치 않기 때문이다. 더구나 친문계의 오야붕 격인 문 전 대통령이 욕먹을 각오를 하고 직접 건의를 했는데 그 체면을 봐서라도 무작정 모른척할 수 없는 처지다.
여기서 문 전 대통령의 건의를 거절하면 중원을 통일한 조조가 원소에게 일부러 땅을 떼주는 것밖에 되지 않는다. 황당한 건 문 전 대통령의 전략적 사고다. 이 대통령이 그렇게 딜레마에 빠지고 당혹스러워도 결국 자신의 요구를 들어주지 않을 수 없음을 미리 헤아리고, ‘최후통첩’하듯 우상호 정무수석에게 사면 건의를 넣었던 것이다. 결국 대통령이 그의 건의를 수용, 조국을 사면하면 자신은 실리를 챙긴다. 현재 국민의힘은 가루가 되어가고, 다가올 군웅할거 백가쟁명 시대를 내다보고 자신의 존재감을 확인했다는 게 가장 큰 정치적 실리다. 조국이 사면됨에 따라 조국혁신당이 더 힘을 받으면 친문계는 고기가 물을 만난 격일테다.
대안은 천하삼분지계다. 한국의 양당체제는 한계가 분명하다. 조선시대 당파싸움 DNA가 남아 끊임없이 당쟁만을 야기할 뿐이다. 차라리 전체 의석수가 삼분되어 내쉬균형을 이뤄야 정국이 안정되고 진정한 정치 경쟁 속에 정치 발전을 기대해볼 수 있다. 진보 보수로 크게 나누고, 그 중간에 중도파가 제도권 내에 확실히 자리를 잡아 균형추 역할을 해야 한다. 그래서 극좌주의로 가면 그 중도파가 한시적으로 그리고 조건적으로 보수 손을 들어주고 극우주의로 가면 그 중도파가 한시적으로 진보 손을 들어주는 것이다. 정치보복을 막는 메커니즘이기도 하다. 이대로 가면 한국 정치는 불행과 비극이 반복될 수밖에 없다.
전직 대통령 수난사를 생각해보고 그 균형경로를 파악해보라. 가장 안정적인 메커니즘은 천하가 삼분되어 그 3개의 세력이 나뉘어 상호 견제 속에 공존하는 거다. 이론적으로 그건 카르텔이 아니라 경쟁원리를 바탕으로 서로가 권력 오남용을 최대한 자제하도록 하는 메커니즘인 것이다.
국민의힘은 통합되기엔 상처가 너무 깊다. 설령 통합된다 하더라도 재차 분열할 가능성이 크다. 이참에 차라리 국민의힘이 두 개로 쪼개지고 서로 갈길 가는 게 더 현명한 방법일 수도 있다. 민주당도 이질적이 이들이 뒤섞여 있다. 자수성가한 이들이 ‘찐’ 좌파가 되는 경우는 매우 드물다. 아무런 도움 없이 남들보다 더 많은 노력을 해야 했기 때문이다. 즉 노력비용이 훨씬 컸던 것이다. 이 대통령도 마찬가지일 것이다. 실제로 그는 후보 시절 ‘중도 보수’ 정체성을 강조했다.
특히 나라를 망하게 하는 극좌파는 대개 유복한 환경에서 자란 이들이다. 낭만적 성향 때문이다. 노력비용이 덜 들어가기에 낭만적일 수 있는 것이다. 친문계(친 문재인 계)는 정치이윤 극대화 속내로 뒤에서 바람만 잡지 말고, 조국 사면과 함께 차라리 좌파 정당을 따로 만드는 게 한국 정치 발전에 더 기여할지도 모르겠다. 어쨌거나 전직 대통령이 특정인 사면을 직접 건의하는 건 정말 오버 중에 오버다.

The Dilemma of Pardoning Former Justice Minister Cho Kuk

Of course, the People Power Party's pardon request is equally absurd. In fact, it appears the People Power Party provided the pretext.
During the Moon Jae-in administration, real estate prices skyrocketed, and a sharp increase in the minimum wage led to job losses and rising prices. But was that all? Korea's free market system was on the verge of complete collapse. The absurd "China Dream" project, which created an environment conducive to the rise of pro-China hawks, has left Korea in a state of turmoil, with a confused identity and a security crisis. The disadvantage it faced in US tariff negotiations may also be a legacy of the Moon administration.
The stubborn attempt to appoint Cho Kuk as Minister of Justice sparked a furor, ultimately leading to the inauguration of the Yoon Seok-yeol administration. In effect, former President Moon and Cho Kuk were the primary contributors and collaborators in the regime change. It's a shameless act, but as soon as Chung Cheong-rae took office, former President Moon openly proposed a pardon for Cho Kuk. Regardless of shame or indecency, this was a profoundly wrong move for a former president. All people are equal before the law, and Cho Kuk's desire for a pardon is natural. The alternative is a three-pronged division of the world. Korea's two-party system has clear limitations. The legacy of Joseon Dynasty factionalism persists, only fueling endless partisan strife. Rather, a Nash equilibrium with a three-party system is essential for political stability and genuine political competition. A broad division of seats between progressives and conservatives is essential, with a centrist faction firmly established within the system to serve as a counterweight. Thus, if the party veers toward the far left, the centrist faction will temporarily and conditionally support the conservatives. If the party veers toward the far right, the centrist faction will temporarily support the progressives. This also serves as a mechanism to prevent political retaliation. If this trend continues, Korean politics will inevitably repeat misfortune and tragedy.
Think about the ordeals of former presidents and try to understand the path of balance. The most stable mechanism is a tripartite division of the world, with the three factions coexisting in a system of mutual checks and balances. Theoretically, this is not a cartel, but a mechanism based on the principle of competition, ensuring that each side restrains the abuse of power as much as possible.
The People Power Party is too deeply wounded to unify. Even if they unify, there's a high possibility of re-partition. At this point, it might be wiser for the People Power Party to split into two and go their separate ways. The Democratic Party is also a heterogeneous mix of individuals. It's rare for self-made individuals to become "true" leftists. This is because they had to work harder than others, without any support. In other words, the cost of effort was significantly higher. President Lee is likely the same. Indeed, he emphasized his "moderate conservative" identity during his campaign.
In particular, the extreme leftists who ruin the country are often those who grew up in affluent environments. This is due to their romantic tendencies. Because it requires less effort, they can be romantic. Instead of the pro-Moon faction (pro-Moon Jae-in faction) chasing after the winds of change with the ulterior motive of maximizing political profits, perhaps creating a separate left-wing party alongside a pardon for Cho Kuk would be more conducive to the development of Korean politics. In any case, for a former president to directly propose a pardon for a specific individual is truly overreaching.
