세종시가 대통령 세종집무실 건립을 신속 추진 과제로 선정한 국정기획위원회의 발표에 대해 40만 세종시민과 함께 환영 의사를 밝혔다.
최민호 세종시장은 11일 기자간담회에서 “이번 발표는 새 정부가 행정수도 완성을 실질적으로 추진하겠다는 의지를 공식화한 것”이라고 평가했다.
앞서 박수현 국정기획위 국가균형성장특별위원장은 지난 5일 “대통령 세종집무실 건립을 조속히 추진해야 한다”며 정부에 설계 공모 착수를 제안한 바 있다.
앞서 최 시장은 “지난 1일 전국 시도지사 간담회에서 대통령께 시민들의 우려를 직접 전달했고, 이번 발표는 이에 대한 정부의 호응”이라고 강조했다.
다만 그는 해양수산부의 부산 이전 결정 이후 중앙행정기관의 추가 이전 가능성과 이에 따른 지역경제 위축 우려가 해소되지 않고 있다고 지적했다. 특히 더불어민주당 당대표 선출 과정에서 거론된 ‘기후에너지부 호남 설치론’에 대해서도 “행정수도 완성에 대한 심각한 도전이 될 수 있다”고 우려했다.
세종시는 우려 해소와 국가균형발전 실현을 위해 다음과 같은 구체적인 정책을 제안했다.
정부는 국회세종의사당과 대통령 세종집무실의 이전 규모·건립 시기·기능을 구체화한 이행 로드맵을 마련해야 한다.
여가부·법무부·통일부 등 미이전 중앙부처를 세종으로 이전해 행정 효율성을 높여야 한다.
국가인권위원회, 개인정보보호위원회, 방송통신위원회, 금융위원회, 원자력안전위원회 등 5대 위원회와 대통령 소속 위원회도 법 개정 없이 이전이 가능한 만큼 이전을 추진해야 한다.
한글문화도시 정체성 강화를 위해 한글박물관과 세종학당재단 등 한글 관련 공공기관을 2차 이전 대상에 포함해야 한다.
최 시장은 “세종시는 우리나라 행정기능 통합과 연계의 중심이자 국가균형발전의 상징도시로 역할을 다하고 있다”며 “이번 국정기획위 발표를 발판으로 국가균형발전의 중심축으로 시대적 소명을 완수하겠다”고 밝혔다.
또한 “행정수도 완성이 흔들림 없이 추진될 수 있도록 국무총리실과 지방시대위원회와 긴밀히 협력하겠다”며 “세종 시민과 언론인 여러분의 지속적인 관심과 성원을 부탁드린다”고 덧붙였다.
