김순택 경남도의원, ‘박물관·미술관 진흥 조례안’ 대표 발의

[브레이크뉴스=박찬호 기자] 경남도의회 김순택 도의원이 지난 13일 ‘경상남도 박물관 및 미술관 진흥 조례안’을 대표 발의했다고 14일 밝혔다. 

올해 5월 1일부터 '박물관 및 미술관 진흥법'이 개정 시행됨에 따라 공립 박물관·미술관 설립 사전평가 주체가 광역자치단체로 이관됨에 맞춰, 경남형 절차와 기준을 조례로 정립하려는 취지다.

현행 체계에서는 문화체육관광부가 설립타당성 사전평가를 직접 수행했으나, 개정 이후에는 광역자치단체가 주관하고 기초지자체는 광역의 사전평가를 거쳐야 한다. 

조례안은 이와 관련해 도지사의 책무, 시행계획 수립과 실태조사, 경비 지원·환수 절차를 규정하고, 공립 박물관·미술관의 신규 설립·증축·이전 시 사전검토·평가 실시 근거와 ‘박물관 및 미술관 진흥위원회’ 설치·운영 조항을 담았다.

경남은 2024년 기준 박물관 78개, 미술관 10개가 운영 중이다. 지역문화 보존·전승과 전시·체험 프로그램을 통한 문화향유 확대에 기여해 왔으나, 수도권 대비 문화격차, 지역소멸 위기, 맞춤형 문화기반 확충 필요성이 커지면서 광역 차원의 제도·행정 지원이 요구돼 왔다.
