더불어민주당이 추진하는 언론개혁이 여론의 도마 위에 올랐다. 언론개혁의 방향이 무한자유의 부여가 아닌, 언론 통제(統制)가 주안점이라서 이후 언론에 닥칠 찬바람에 신경인 쓰인다. 원론(原論)이야 책임(責任)언론의 구현(具顯)이겠지만, 언론의 통제 성격이 농후하다.
본지(브레이크뉴스)8월14일자 “여당, 언론특위 출범…“추석 전 가짜뉴스에 징벌적 손해배상 도입” 제목의 기사에서 “더불어민주당은 언론개혁특별위원회를 8월14일 오후 출범시키고 추석 전까지 언론에 대한 '징벌적 손해배상 제도'를 도입하겠다고 밝혔다”고 보도했다.

이 보도에 따르면, 정청래 더불어민주당 대표는 이날 언론개혁특위 첫 회의에서 “3대 개혁의 마지막 기수, 언론개혁의 열차가 방송을 국민들에게 돌려 드리기 위해 출발한다."며 "공영방송을 국민께 돌려드리기 위해 방송 3법을 추진했고, 방송법 개정안이 통과해 언론 개혁의 첫 발을 떼려고 한다.”고 말문을 열었다. 정청래 대표는 “공영방송을 정권의 전리품처럼 취급하며 낙하산 인사를 꽂고 방송을 장악해 신뢰도를 떨어뜨리는 일이 다시 발생하지 않도록 남은 2개의 법도 통과시켜서 개혁의 길을 뚜벅뚜벅 걷겠다.”며 “이것은 방송을 장악하지 않고 공영방송의 사장을 낙하산으로 꽂지 않겠다는 이재명 정부의, 어쩌면 기득권에 대한 포기 선언이기도 하다.”고 강조했다.

본지의 보도에 의하면, 정청래 대표는 이날 발언에서 “언론은 권력을 감시하고 국민의 질문을 대신 전하며 권력의 '4부'와도 같은 기능을 수행해 왔지만 일부 언론은 진실보다 당파성과 일부의 이익에 매몰돼 편파, 악의적 보도를 일삼는 등의 횡포를 지금까지 해 왔다. 이제 공영방송을 넘어 모든 언론을 국민께 돌려드릴 시간”이라며 “언론개혁으로 국민의 신뢰를 회복하고 국민의 눈높이를 충족시키는 정론직필의 언론환경을 조성하고, 언론인들의 자긍심을 높이고 변화하는 미디어 환경 속 새로운 기회를 찾을 수 있도록 하겠다. 언론의 자유를 보장하되 반드시 책임이 따르도록 할 것”이라고 밝혔다. 이어 “언론은 사적 이윤 추구와 공적 역할과 기능이라고 하는 이중성을 띠고 있다. 공영언론을 제외하고는 공적언론의 활동을 통해 얻은 사적 이익은 사주의 주머니로 들어간다.”며 “사주의 사적 이익을 위해 공적 기능과 역할이 흔들리면 언론 고유의 비판 기능은 편향과 왜곡으로 흐르게 되며 이 점을 명확하게 구별하는 것도 언론 개혁의 주요 포인트 중의 하나”라고 강조했다. 그러면서, “지금 현재 대한민국에서 실시하고 있는 징벌적 손해배상에 관한 법률은 '하도급 거래 공정화에 관한 법률' 등 23가지로 악의적으로 피해를 끼쳤을 경우에는 징벌적으로 손해배상을 하게 만들고 있다”면서 “언론에 대한 징벌적 손해배상은 악의성을 가지고 고의적으로 반복해서 가짜 뉴스를 생산한 경우에만 징벌적 손해배상이 되고, 그 판결 또한 판사의 판결로 하자는 것”이라고 설명했다.
언론개혁특위 위원장은 과학기술정보방송통신위원장인 최민희 의원, 부위원장은 과방위 여당 간사인 김현 의원, 간사는 노종면 의원이 맡았다.
언론개혁특위의 주요 활동내용은 △언론중재법을 통한 징벌적 손해배상 도입 △방송3법 중 남은 2개 법안 통과 후 후속조치 마련 △방송통신위원회·방송통신심의위원회 정상화 △윤석열 정부의 방송 장악에 따른 피해 언론사(YTN·TBS 등)의 정상화 방안 마련 △정보통신망법 또는 언론중재법 개정 통한 유튜브 허위·조작정보 유포 대응 △댓글에 의한 허위·조작 정보 확산 방지 등 뉴스포털 투명성 확보 △공정성 확보를 위한 언론진흥재단 개혁 등의 추진이라고 한다.
