이날 행사는 12.3 계엄군을 저지하고 국회의원들의 경내 출입을 지원하는 등 비상계엄 해제안을 빠르게 처리할 수 있도록 기여한 459명의 국회 보좌진, 사무처 직원 등의 공적을 치하하고 사기를 진작하기 위해 마련됐다.
