동료 의원 강제 추행과 무고 혐의로 1심 재판에서 징역 1년 6개월 선고를 받은 상병헌 (무소속·아름동) 세종시의회 의원 사임안이 통과됐다.
세종시의회는 8일 오전 제100회 임시회 2차 본회의를 열고 상 의원이 제출한 '의원 사직 허가의 건'을 표결 처리해 가결시켰다.
재석의원 19명 중 16명이 찬성했고 2명이 반대했다. 기권은 1명이었다.
'의원 사직 허가의 건'이 상정된 시간은 오전 10시쯤. 시의회 윤리특위가 의원직 제명안 건이 본 회의에서 상정되기 전에 이뤄졌다.
상병헌 의원이 스스로 의원직을 내려놓는 방향으로 선회한 것은 자신에 대한 제명안 건이 본회의에서 가결될 것이 확실시 되자 불명예 퇴진보다는 스스로 사엄하는 방향으로 선택한 것으로 알려졌다.
상 의원에 대한 '사임 허가의 건'이 먼저 가결되면서 순위에서 밀린 윤리특위 징계 요구의 건은 상정되지 않았다.
표결에 앞서 상병헌 의원은 신상 발언을 통해 "저는 오늘 7년 여 동안 봉사해 온 세종시의회 의원직을 내려놓는다"며" 지난 2022년 8월 의장으로서 여야 통합된 분위기를 만들고자 했던 자리가 이렇게 소송으로 이어질줄은 상상조차 몰랐다"고 말했다.
그는 "3년동안 이어진 경찰 검찰 수사와 압수수색 ,재판으로 지쳐만 갔고 사실여부를 떠나 피해자들과 합의하고자 기소를 인정했다"고 밝혔다.
그러면서 "합의가 되지 않은 채 1심 판결이 나왔고 이를 근거로 징계 결정도 나왔다"며 "비록 1심 판결은 나왔다 하더라도 재판은 아직 진행중이므로 신중한 판단과 결정을 해달라"고 당부했다.
한편, 민주당 세종시당 윤리심판원은 지난 5일 회의를 열고 자당 소속 의원인 상병헌을 제명했다.
