충남 서산시의회가 9일 제308회 임시회를 열고 4일간의 공식 일정에 들어갔다.
이번 회기에서는 2025년도 제3회 추가경정예산안과 기금운용변경계획안, 조례안 7건을 포함해 총 23건의 안건이 다뤄진다.
이번 임시회는 본회의 2일, 상임위원회 1일, 예산결산특별위원회 1일 일정으로 구성됐으며, 행정·산업·복지·환경 등 다양한 분야의 현안이 집중적으로 심사될 예정이다.
행정문화복지위원회 소관 안건으로는 △서산시 가족돌봄 지원 조례안(강문수 의원 발의) △향교·서원 전통문화 계승 및 지원 조례안(이경화 의원 발의) △주민참여형 에너지전환 지원 조례안(이수의 의원 발의) △실종자 수색 활동 지원 조례안(이정수 의원 발의) △장애인·보호자의 알권리 보장 조례안(최동묵 의원 발의) 등이 눈에 띈다.
이 외에도 지방공무원 복무 조례 일부개정안, 특별재난지역 선포에 따른 시세 감면 동의안, 서산 테크노밸리 국민체육센터 민간위탁 연장 동의안 등이 상정됐다.
산업건설위원회는 △친환경 소재 현수막 사용 및 폐현수막 재활용 활성화 조례안(김용경 의원 발의) △모항 크루즈선 운항 협약 동의안 △2035년 서산시 공업지역 기본계획 의견 제시 △성장관리계획 구역 지정·계획수립 의견 제시 등을 논의한다.
이날 제1차 본회의에서는 지역 현안을 두고 다양한 의원 발언이 이어졌다.
가선숙 의원은 “몰라서 놓치는 복지는 없어야 한다”며 ‘복지신청 자동지급제’ 도입을 촉구했고, 한석화 의원은 현대오일뱅크 페놀 유출 사건과 관련해 1,761억 원의 과징금 부과 이후 후속 대책 마련을 요구했다.
이수의 의원은 유기방가옥 주변 주차장 조성 필요성을 강조했다.
이와 함께 안효돈 의원이 발의한 ‘환경오염시설 통합관리제도 법령 개정 건의안’, 안동석 의원의 ‘공익직불제 농외소득 기준 현실화 촉구 건의안’, 최동묵 의원의 ‘부석면 B지구 농업기반시설 관리권 조속 이관 촉구 건의안’이 본회의에서 채택됐다.
조동식 의장은 개회사를 통해 “서산의 가장 큰 힘은 시민 여러분”이라며 “시의회와 집행부가 위기를 넘어 발전으로 나아갈 수 있도록 때로는 따끔한 질책으로, 때로는 따뜻한 격려로 함께해 주시길 바란다”고 당부했다.
