충남 서산시의회가 제308회 임시회를 마무리하며 내년도 추가경정예산안을 비롯한 주요 조례와 동의안을 처리하고 시민 생활과 밀접한 현안에 대해 다각적인 논의를 이어갔다.
서산시의회가 12일 제308회 임시회 제2차 본회의를 열고 4일간의 임시회 일정을 마쳤다. 이번 회기에서는 2025년도 제3회 추가경정예산안과 기금운용변경계획안, 조례안 6건을 포함해 총 22건의 안건이 심의·의결됐다.
예산결산특별위원회 심의를 거친 ‘2025년도 제3회 추경예산안’은 당초 예산 1조 4016억 원에서 607억 원(4.3%)이 늘어난 1조 4623억 원 규모로 확정됐다. 기금운용변경계획안 역시 집행부 원안대로 가결됐다.
이번 회기에서 행정문화복지위원회는 강문수 의원이 발의한 ‘서산시 가족돌봄 지원 조례안’, 이경화 의원의 ‘향교·서원 전통문화 계승 지원 조례안’, 이정수 의원의 ‘실종자 수색 활동 지원 조례안’ 등은 원안 가결했으며, 최동묵 의원이 발의한 ‘장애인·보호자의 알권리 보장 조례안’은 수정 가결했다.
산업건설위원회에서는 김용경 의원이 발의한 ‘친환경 현수막 사용 및 폐현수막 재활용 활성화 조례안’, 모항 크루즈선 운항 협약체결 동의안 등이 원안 가결됐으며, 2035년 공업지역 기본계획안과 성장관리계획 구역지정안에 대해서는 각각 찬성 의견과 기타 의견을 채택했다.
본회의에서는 의원들의 5분 자유발언이 이어졌다.
가선숙 의원은 서산의료원 장기요양 재택의료센터 활성화 지원을 촉구했고, 안동석 의원은 서산 바이오·웰빙·연구특구의 근본적 재검토 필요성을 제기했다.
최동묵 의원은 반복되는 하천 피해에 대한 선제적 대응을 강조했으며, 안효돈 의원은 “지금은 서산시가 생존을 위해 역량을 집중해야 할 때”라고 발언했다.
또한 안원기 의원이 대표발의한 ‘농사용 전기요금 인상 반대 촉구 건의안’이 채택돼, 최근 논란이 된 전기요금 현실화 문제에 대한 의회의 입장이 공식화됐다.
