브레이크뉴스 정명훈 기자= 더불어민주당 부산시당이 시민주도형 에너지분권 운동을 제도화한 전국 첫 실행기구를 출범시켰다.
민주당 부산시당은 지난 24일 부산시당 민주홀에서 ‘에너지국민주권특별위원회’(위원장 최형욱, 공동위원장 김대오, 이하 특위) 출범식을 열고, 지역 기반의 ‘부산형 시민에너지회사’ 모델을 제1호 에너지기본소득형 정책사업으로 추진하겠다고 밝혔다.
특위는 이재명 정부가 추진하는 에너지기본소득 정책을 사회적경제기업 주도의 제4섹터형 공공개발 방식으로 실현해 에너지민주주의 시대를 열겠다는 목표를 제시했다. 정책 방향으로는 ▲공공주차장·국공유지 등 공공부지 개발 ▲부산 16개 구·군에 시민에너지회사 설립 ▲부산 앞바다 해상풍력 사업에 시민 최소 30% 지분 보장 ▲해양수산부와 협력한 ‘해양수산부 RE100 시범사업’ 추진 등을 내놨다.
최형욱 위원장은 “부산에서 출발한 시민주도형 실행기구가 대한민국 에너지민주주의의 새 시대를 열 것”이라며 “지산지소(地産地消) 정책과 에너지기본소득 실현에 앞장서겠다”고 말했다.
부산은 2007년 국내 최초로 공공부지 태양광발전소인 민주공원시민햇빛발전소를 세우며 ‘시민주도의 에너지민주주의 발상지’로 불렸으나, 에너지공사 설립 무산과 공공부지 제공 거부 등으로 장기간 정체를 겪어왔다. 재생에너지 보급률도 전국 최하위 수준에 머물러 있다.
이에 2023년 지역 사회적경제기업과 시민단체가 ‘부산형 지역에너지 공공개발 범시민운동’을 출범시켰고, 지난 5월 민주당 선대위가 이를 부산 최우선 기후에너지 정책으로 채택했다. 이번 특위 출범은 해당 정책 선언이 실제 실행기구로 이어진 성과라는 평가다.
