29일 경주시에 따르면 이번 화재는 지난 26일 오후 8시 15분께 발생해 약 22시간 만인 27일 오후 6시께 완전히 진화됐다. 정부는 같은 날 오전 국가위기경보 단계를 ‘심각’으로 격상했으며, 주민등록·정부24 등 주요 전산 시스템이 전국적으로 장애를 겪고 있다.
경주에서도 주민등록 전입·정정 신고와 주민등록증 발급 업무가 전산망 중단으로 불가능해지면서 읍면동 행정복지센터가 수기 접수를 통해 임시로 업무를 처리하고 있다. 건축행정시스템(세움터)과 산지전용정보시스템 역시 접속이 차단돼 인허가 민원은 서면 방식으로 전환됐다.
농업 분야에서는 농림사업정보시스템(아그릭스)이 28일 오전 정상화됐지만, 농업 보조금 신청 마감일(9월 30일)이 임박한 상황을 고려해 시는 농림축산식품부에 기한 연장을 요청한 상태다.
복지 서비스 역시 차질을 빚고 있다. 전자바우처 결제가 중단되고 아이돌봄 서비스에서 실명인증·예치금 충전 오류가 발생했지만, 시는 제공기관에 안내를 마치고 수기 기록과 가상계좌 입금 방식을 통해 서비스를 이어가고 있다.

주낙영 경주시장은 “이번 사태는 전국적인 전산 장애이지만, 시민 불편을 최소화하는 것을 최우선으로 하고 있다”며 “중앙정부와 긴밀히 협력해 조속한 복구가 이뤄지도록 최선을 다하겠다”고 밝혔다.
