브레이크뉴스 정명훈 기자= 대한무역투자진흥공사(코트라) 산하 센터에 파견된 정부 고위 공무원들이 짧게는 3개월, 길어도 1년을 채우지 못한 채 자리를 옮기면서 ‘황제 쉼터’라는 지적이 제기됐다.
세금으로 운영되는 기관이 고위직의 단기 순환 인사 관행에 휘둘리며 전문성 축적과 업무 연속성이 크게 저해되고 있다는 지적이다.
국회 산업통상자원중소벤처기업위원회 소속 김동아 더불어민주당 의원이 코트라로부터 제출받은 '파견 고위공무원 현황'에 따르면, 2020년 이후 부처에서 코트라 산하기관에 파견된 고위 공무원 19명 중 14명이 1년을 채우지 못한 채 교체됐다.
이들의 평균 재직 기간은 11개월에 불과했으며 이 가운데 3명은 6개월도 채 되지 않아 임기를 마쳤다. 일부는 단 3개월 근무 한 뒤 떠난 사례도 존재했다.
문제가 되는 것은 이 같은 단기 인사가 국가 전략과 직결된 센터에까지 영향을 미치고 있다는 점이다. 방산물자교역지원센터와 GtoG교역지원센터는 방위산업과 정부 간 교역을 지원하는 핵심 기관임에도 불구하고, 고위직이 ‘스쳐가는 자리’로 변질되면서 전문성 확보와 전략적 대응력 유지에 차질을 빚고 있다.
코트라 파견은 산업통상자원부 기획총괄실이 인사명령 공문을 보내고, 코트라 측이 이를 수락하는 방식으로 이뤄진다. 그러나 실제로는 코트라가 수용 여부를 논의할 여지도 없이 사실상 일방적 통보에 가까운 인사 구조라는 비판도 나온다.
이에 대해 김동아 의원은 “단기 순환 인사 관행은 각 센터가 컨트롤타워 역할을 수행하는 데 걸림돌이 되고 있다”며 “범정부 차원의 통합 지원 기능 강화와 전문 인력 충원을 위해 인사 운영 체계를 전면 개편해야 한다”고 강조했다.
그러면서 “코트라 센터가 고위직의 황제 쉼터로 전락하지 않도록 업무 연속성을 보장할 제도적 장치 마련이 시급하다”고 덧붙였다.

KOTRA dispatches are made through an official personnel order issued by the Planning and Coordination Office of the Ministry of Trade, Industry and Energy, which KOTRA then accepts. However, criticism has emerged that this personnel structure is effectively a unilateral decision, leaving KOTRA no room for discussion on whether to accept.
Representative Kim Dong-ah responded, "The practice of short-term rotations is hindering each center from fulfilling its role as a control tower. We must comprehensively revamp the personnel management system to strengthen integrated support functions across the government and secure specialized personnel."
He added, "It is urgent to establish institutional mechanisms to ensure business continuity so that KOTRA centers do not become mere resting places for high-ranking officials."
