브레이크뉴스 정명훈 기자= 윤석열 정부가 2025년 신설한 ‘노인 아이돌보미’ 사업이 1년도 채 되지 않아 폐지 수순을 밟고 있다.
서미화 더불어민주당 의원에 따르면, 정부는 지난해 195억7600만 원을 투입해 만 60세 이상 노인 5000명을 대상으로 120시간 양성교육을 실시한 뒤, 여성가족부 ‘아이돌봄 지원 사업’과 연계해 10개월간 활동하도록 계획했으나 현장 수요 부족과 성과 부진으로 사실상 실패했다.
실제 올해 8월 기준 노인 아이돌보미로 활동 중인 인원은 252명에 불과해 목표치(5천 명)의 5% 수준에 그쳤다.
교육을 수료한 2040명 중 88%에 달하는 1788명은 가정과 매칭되지 못해 참여하지 못했으며 교육비 약 140만 원만 지급받았다. 결과적으로 사업 예산 실집행액은 37억6000만 원으로 전체 예산의 19.2%에 불과했다.
이 사업은 발표 당시 보건복지부, 여성가족부, 지자체, 아이돌봄 지원기관, 노인일자리 수행기관 등과 충분한 협의가 이루어지지 않아 현장 반발이 이어진 것이 저조한 성과로 이어졌다는 지적이다.
국회예산정책처 역시 지난해 보고서에서 참여자 중도 포기 가능성과 고령 아이돌보미에 대한 가정 선호도 저조 등을 우려한 바 있다.
서 의원은 “현장의 목소리를 무시한 채 195억 원 규모 사업을 강행한 결과, 교육을 받은 노인과 담당 공무원, 전담인력까지 모두 피해자가 됐다”며 “정책 실패의 대가가 국민에게 전가되는 일이 다시는 일어나선 안 된다”고 비판했다.
이어 “실효성 없는 정책에 행정력과 예산을 소모하지 말고, 노인일자리 다양화와 전담인력 처우 개선 등 현장에서 시급히 요구되는 과제부터 해결해야 한다”고 강조했다.

As of August of this year, only 252 senior childcare providers were active, representing only 5% of the target of 5,000.
Of the 2,040 people who completed the training, 1,788, or 88%, were unable to participate due to lack of matching with families and received only approximately 1.4 million won in training expenses. Consequently, the actual budget for the project was 3.76 billion won, a mere 19.2% of the total budget.
The project's poor performance was attributed to the lack of sufficient consultation with the Ministry of Health and Welfare, the Ministry of Gender Equality and Family, local governments, childcare support organizations, and senior job creation agencies at the time of its announcement, which led to continued opposition from the field.
The National Assembly Budget Office also raised concerns in a report last year about the potential for participants to drop out and the low preference of families for senior childcare.
Representative Seo criticized the project, saying, "The 19.5 billion won project was pushed through without considering the voices of the field. As a result, everyone—the elderly who received the training, the responsible public officials, and the dedicated staff—became victims. We must never again allow the public to bear the cost of policy failure."
He continued, “Instead of wasting administrative power and budget on ineffective policies, we must first address urgent issues in the field, such as diversifying jobs for seniors and improving the treatment of dedicated personnel.”
