2021년 86건에 불과했던 총기류 적발 건수는 2022년 3,363건으로 39배 급증했고, 올해 상반기에는 이미 4,430건이 적발됐다. 불과 5년 만에 50배 가까이 늘어난 수치다.
국민의힘 최은석 의원은 21일 "총기와 마약이 대거 들어오는 현실은 단순한 통관 문제가 아니라 국민의 생명과 국가 안보에 직결된 중대한 사안"이라며 "관세청이 더 이상 수동적 행정에 머물러서는 안 된다"고 강조했다.
마약류 반입 상황은 더욱 심각하다. 필로폰, 코카인, 헤로인, 신종마약 등 최근 5년간 적발 건수만 4,720건, 시가로는 1조 7천억 원을 넘어섰다. 특히 올해 상반기에만 이미 1조 원 규모가 적발되며, 범행 수법은 점점 대형화·조직화되고 있다.
최 의원은 "적발된 게 이 정도라면, 통관을 빠져나간 물량은 상상을 초월할 것"이라며 "국내에 이미 마약 '그림자 시장'이 만들어진 것 아니냐"고 질타했다.
특히 최근 캄보디아발 마약 반입이 새로운 경로로 떠오르고 있다. 지난 4월에는 특송화물을 통해 약 400명이 동시에 쓸 수 있는 분량의 필로폰이 적발됐고, 6월에는 여행객의 가방에서 2.5kg, 무려 8만 명분의 필로폰이 추가로 발견됐다.
캄보디아발 마약 적발량은 2021년 7kg에서 올해 8월 기준 22kg을 넘어 3배 이상 급증했다. 최 의원은 "캄보디아는 이제 마약 반입의 신흥 경유지로 떠오르고 있다"며 "국제 공조와 현지 정보망 강화가 절실하다"고 강조했다.
문제는 폭증하는 물량을 감당할 인력과 장비가 턱없이 부족하다는 점이다. 2020년 7,300만 건 수준이던 특송화물은 2024년 1억 9,200만 건으로 2.6배 급증했고, 중국발 물량은 같은 기간 414.6% 폭증했다.
이런 와중에 올해 세관 특송물량 담당 직원은 전국 309명에 불과했다. 올해 1월부터 6월을 기준으로 전체 특송 물량 중 개장검사를 진행한 건수는 모두 약 147만 건으로, 직원 한 명이 6개월 간 약 4,700건을 처리한 셈이다. 이런 환경에서 불법 반입품을 완벽히 걸러내는 것은 사실상 불가능하다.
특송화물은 전량 X-Ray 검사를 거쳐야 하지만, 인력과 장비가 부족해 권장 판독시간(7~10초)을 지키지 못하고 실제로는 3~5초 만에 통과시키는 사례가 대부분이다.
최 의원은 "이 속도라면 '검사'가 아니라 '통과'에 가깝다"며 "이대로라면 불법 반입품이 국민의 식탁과 생활 속으로 스며드는 것도 시간문제"라고 경고했다.
여행자 반입품에 대한 단속 여건도 열악하다. 코로나19 엔데믹 이후 해외 입국자가 급증하면서 마약·총포·도검 등 불법 반입이 급증했지만, 지난 5년간 인력 증원은 인천공항 제2터미널 확장에 따른 65명이 전부였다. 밀리미터파 신변검색기, 열화상탐지기 등 첨단 장비 도입도 늦어져 검사 사각지대가 커지고 있다.
최 의원은 "관세청은 단순히 세금을 거두는 기관이 아니라 국민의 생명과 안전을 지키는 '국경의 방패'여야 한다"며 "인력과 장비 확충 문제를 예산당국과 정부에 적극 제기하고, 필요하다면 공론화로 이어가야 한다"고 촉구했다.
끝으로 "눈앞의 통관 효율보다 중요한 건 국민의 안전"이라며 "관세청이 그 최후의 보루라는 사명감으로 문제를 정면 돌파해야 한다"고 강조했다.

The amount of drug seizures from Cambodia has more than tripled, from 7 kg in 2021 to over 22 kg as of August this year. Representative Choi emphasized, "Cambodia is now emerging as a new transit point for drug smuggling," and added, "International cooperation and strengthening local intelligence networks are urgently needed."
The problem is a severe shortage of personnel and equipment to handle the surge in cargo volume. Express cargo volume, which stood at 73 million in 2020, is projected to surge 2.6-fold to 192 million in 2024, while shipments originating from China surged 414.6% over the same period.
Amidst this situation, customs officials nationwide employed only 309 people in charge of express cargo this year. From January to June of this year, approximately 1.47 million express cargo items underwent open inspection, meaning each employee processed approximately 4,700 cases over a six-month period. In this environment, completely screening out illegal shipments is virtually impossible.
All express cargo must undergo X-ray screening, but due to a lack of personnel and equipment, the recommended screening time (7-10 seconds) is not met, and in most cases, it passes within 3-5 seconds.

Rep. Choi stated, "The Korea Customs Service should not simply be a tax collector; it should be a 'shield of the border' that protects the lives and safety of the people." He urged, "We must actively raise the issue of expanding personnel and equipment with the budget authorities and the government, and, if necessary, lead to public discussion."
Finally, he emphasized, "The safety of the people is more important than the efficiency of customs clearance right in front of us," and "The Korea Customs Service must overcome the problem head-on with a sense of mission as the last bastion."
