브레이크뉴스 정명훈 기자= 국가정보원은 22일 캄보디아 내 스캠(사기) 범죄 조직에 우리 국민이 최대 2000명 가량 가담한 것으로 추정된다고 밝혔다. 납치 등을 당해 어쩔 수 없이 범죄에 가담하게 된 인원은 극소수로 보고 있으며 대부분 피해자가 아닌 '범죄자'라고 강조했다.
국회 정보위원회 간사인 박선원 더불어민주당 의원에 따르면, 국정원은 국회 정보위 현안 보고에서 “현재 캄보디아 스캠 범죄단지는 프놈펜과 시아누크빌 등 50여 곳에 산재해 있으며, 범죄 종사자는 약 20만 명으로 추산된다”고 보고했다.
국정원은 이들 조직이 코로나19 이후 국경 폐쇄로 중국 등 다국적 범죄 조직과 연계하며 스캠 범죄로 수법이 진화했다고 설명했다. 일부 지역은 비정부 무장단체가 장악하고 있으며, 경제특구에도 조직이 포진해 있어 캄보디아 정부 단속과 국제 공조가 어렵다는 점도 지적됐다.
특히 국정원은 해당 조직이 2023년 캄보디아 GDP의 절반 수준인 약 125억 달러에 달하는 범죄 수익을 챙겼다고 밝혔다.
국정원은 스캠단지 인근 한식당 이용 등 자료를 토대로 범죄에 가담하고 있는 한국 국민을 1000~2000명 정도로 추산했다. 또한 캄보디아 경찰청이 지난 6~7월 사이 검거한 스캠 범죄 피의자 3075명 중 한국인은 57명이 포함돼 있으며 수사가 진행되면서 더 늘어날 가능성도 있다고 전했다.
국정원은 동남아에서의 우리 국민 보이스피싱이 증가함에 따라 현지 원점 타격식 정보 수집과 대응 활동을 강화하고 있다고 했다. 라오스 거점 범죄조직의 보이스피싱 중계기와 국내 대출앱 위장 악성앱 공급 행위를 차단하는 성과를 거두기도 했다.
캄보디아에서 사망한 한국인 대학생 사건과 관련해선, 주범이 과거 서울 강남 학원가 마약사건 총책의 공범으로 확인됐다. 국정원은 사건 발생 3일 만에 정보를 입수하고, 8일 만에 범죄 주범을 확정해 추적 중이라고 밝혔다.
국정원은 후속 대응으로 아시아 대테러·마약 정보 협력체 등 다자 플랫폼을 활용한 국제 공동 대응을 강화하고, 범죄 조직의 인접국 이동 가능성에 대비해 관련 기관과 공조를 강화할 계획이라고 설명했다. 또한 국내 유관기관과 협력해 범죄 재가담 방지를 위해 여권 무효화, 출국금지, 인터폴 적색수배 등 조치를 추진할 예정이다.
국정원은 “캄보디아 스캠 범죄는 중대 범죄이며, 연루될 경우 목숨을 잃을 위험도 있다”며 국민에게 현지 방문 및 관련 활동 자제를 당부했다.
한편 이재명 대통령은 국정원에 캄보디아 스캠 범죄 근절을 위해 특별지시를 내린 것으로 알려졌다. 박선원 의원은 “국정원이 국제범죄, 마약, 인력 수출, 사이버 범죄, 불법 암호화폐, 스캠 범죄를 완전히 해결할 때까지 사활을 걸고 대응하도록 지시했다”고 전했다.
