브레이크뉴스 최애리 기자= 대한행정사회가 행정사법 시행령 개정(2025년 10월 10일 공포)에 따라 신설되는 ‘행정사정보시스템’ 구축 사업을 본격적으로 추진한다고 28일 밝혔다.
이번 개정으로 그동안 행정안전부가 담당하던 행정사 관리체계가 협회 중심으로 전환되면서, 대한행정사회가 행정사 제도의 핵심 운영 주체로 자리매김하게 됐다.
기존에는 행정사 업무신고가 지방자치단체를 통해 접수되고 행정안전부가 이를 총괄 관리하는 이중 구조로 운영됐다. 하지만 앞으로는 행정사의 자격관리, 업무신고, 실무교육, 통계관리 등 주요 업무가 하나의 단일 플랫폼에서 통합 관리된다. 이는 행정사 제도의 전문성과 자율성을 공식적으로 인정받은 제도적 변화로, 협회의 위상 강화와 제도 발전의 전환점이 될 것으로 평가된다.
대한행정사회는 지난 9월 25일 행정안전부와 ‘행정사정보시스템 구축 관련 실무회의’를 열고 시스템 구축의 기본 방향, 개발 범위, 업무신고 절차의 전산화 추진 방안 등을 논의했다. 회의에는 대한행정사회 관계자와 행정안전부 행정제도과 서기관, 전산시스템 운영업체 실무자 등이 참석해 기술적 연계 및 운영 이관 방안을 함께 검토했다.
이 자리에서는 행정사법 시행령 제24조의2(행정사정보시스템 신설) 및 제25조(업무의 위탁) 개정에 따라 대한행정사회가 시스템의 구축·운영 주체로 지정된 이후의 역할과 책임이 중점적으로 논의됐다. 특히 향후 도입 예정인 행정사 등록제 시행에 대비한 시스템 설계 방향도 함께 검토됐다.

협회는 회의 결과를 바탕으로 시스템 구축 기본계획 수립과 개발용역 추진 준비에 착수했으며, 사업 효율성을 높이기 위해 전담 TF 구성과 정보화 전문 인력 확충도 검토 중이다. 또한 행정안전부와의 긴밀한 협조체계를 유지하며, 시스템 개발 단계별 실무 협의를 지속적으로 이어갈 방침이다.
윤승규 회장은 “행정사정보시스템은 단순한 전산화 사업을 넘어 행정사의 자격관리, 업무신고, 교육이수 등 제도 운영 전반을 디지털 기반으로 전환하는 혁신적 사업”이라며 “등록제 시행에 대비한 체계적 시스템 구축을 통해 행정사 제도의 신뢰성과 효율성을 높이고, 협회의 전문가 단체로서 위상을 한층 강화하겠다”고 밝혔다.

Based on the meeting's findings, the KAA has begun developing a basic plan for the system's establishment and preparing for development services.
