이들 장병은 APEC 정상회의 안전을 위해 보문단지 인근 지역을 순찰하던 중이었다. 밤 9시경, 한 마을 앞에서 노인 한 명이 갑자기 길가에 쓰러지는 모습을 목격했다. 현장을 확인했을 때 노인은 의식이 희미하고 호흡이 매우 약한 위급한 상태였다.
