세종시가 행정수도 완성과 불합리한 보통교부세 제도 개선에 국민의힘 당 차원의 전폭적인 협조와 지원을 요청하고 나섰다.
이와 함께 세종지방법원 설치, 한솔동 고분군 국가사적 역사 관광 자원화, 제천횡단 지하차도 및 국립한글문화단지 사업과 관련한 정부예산안이 원안 통과될 수 있도록 힘을 모아 줄 것을 당부했다.
최민호 시장은 5일 대전시청 대회의실에서 열린 ‘국민의힘·충청권 지역민생 예산정책협의회’에 참석해 주요 현안·국비 사업에 대한 중요성을 강조하며 이같이 요청했다.
이날 협의회에는 세종·대전·충북 시도지사와 충남 정부무지사가 참석했으며, 국민의힘에서는 장동혁 당대표, 송언석 원내대표, 김도읍 정책위의장, 박형수 예결위 간사, 이종배 국회의원, 이준배 국민의힘 세종시당위원장이 참석했다.
최 시장은 이 자리에서 내년도 예산안에 반영이 필요한 국비사업과 주요 현안사업 총 18건을 건의했다.
우선, 법원설치법 개정안이 시행되는 오는 2031년 3월에 맞춰 세종지방법원이 개원할 수 있도록 정부예산안에 미반영된 세종지방법원 설계 예산(10억)을 국회 심의 과정에서 반영해 줄 것을 요청했다.
또, 국정 운영의 효율성 극대화와 국가균형발전 실현을 위해 꼭 필요한 행정수도 명문화, 대통령 집무실·국회의 완전 이전, 수도권 중앙행정기관의 세종 이전에 당의 역량을 모아줄 것을 건의했다.
특히, 어려운 재정 여건을 타개하기 위한 가장 시급한 현안으로 지방교부세 제도의 개선 필요성을 강력하게 건의했다.
최 시장은 “지난 13년간 국가 전체 지방교부세 규모는 30조 원에서 60조 원으로 2배 증가했음에도, 세종시가 받는 교부세는 같은 기간 1,591억 원에서 1,159억 원으로 27% 감소했다”고 지적했다.
이어 그는 “이는 기초분과 광역분을 구분해 적용하는 현행 지방교부세 교부 기준이 단층제인 세종시에는 맞지 않기 때문”이라며 “지방교부세 제도를 개선해 세종시민이 겪고 있는 재정적 차별을 조속히 끝내야 한다”고 강조했다.
이외에도 최민호 시장은 ▲한글문화 교육센터 조성사업 ▲파크골프장 표준모델 개발사업 ▲지방분권 종합타운 조성사업 등의 정부예산 반영을 요청했다.
또한, 현안사업으로 ▲세종보 재가동 ▲충남 산림자원연구소 국가 자산화 ▲첫마을 IC 설치 ▲충청권 광역급행철도(CTX) 구축 사업의 조속 추진을 건의했다.
장동혁 국민의힘 대표는 “세종은 행정의 중심”이라며 “필수적인 인프라를 확충해 세종시를 진정한 행정수도로 완성하겠다”고 화답했다.
이날 예산정책협의회에 이어 국민의힘 지도부와 최민호 시장은 환경단체가 불법으로 점거하고 있는 세종보 현장을 방문해 현황을 점검하고, 조속한 세종보 가동을 촉구했다.
최민호 시장은 “세종보는 세종시를 건설하며 도시기능 유지를 위해 설치된 시설로 2012년 완공되었음에도, 지금까지 가동하지 못하고 있다”며, 도시성장과 기후변화 대응을 위해서 꼭 필요한 시설인 세종보의 가동을 위한 당의 지원과 관심을 요청했다.
