대구시의회 문화복지위원회는 17일 열린 행정사무감사에서 조직 통합의 효과는커녕 내부 갈등, 인사 논란, 관리 부실 등이 반복되며 기관의 신뢰를 스스로 무너뜨리고 있다고 지적했다.
박창석 문화복지위원장(군위군)은 “조직 통합 이후 협업이나 시너지 효과는 찾기 어렵고, 오히려 대규모 조직화가 기존 기관의 창의성만 약화시켰다”며 “근본적인 조직 진단을 통해 체계를 처음부터 다시 세울 필요가 있다”고 밝혔다. 박 위원장은 특히 목적 외 국외출장과 과다한 일정 등 각종 논란과 관련해 “철저한 조사와 확실한 재발 방지책이 필요하다”고 강조했다.
이날 감사에서는 대구미술관 관련 문제도 도마 위에 올랐다. 이재숙 위원(동구4)은 관람객 감소를 우려하며 소장품 진위 점검과 전시·교육 프로그램 확대를 주문했다. 최근 관심이 높은 대구간송미술관과의 연계 부족에 대해서도 “문화기관 간 협력을 통한 시너지 전략이 필요하다”고 지적했다.
또한 인사 전횡 논란은 이날 감사의 핵심 쟁점으로 부각됐다. 하중환 위원(달성군1)은 전임 원장 체제에서 특정 간부 중심의 왜곡된 인사 구조가 만들어지면서 조직 공정성이 훼손됐다고 지적했다. 하 위원은 “줄서기, 편 가르기 문화가 뿌리 내리지 않도록 구조적 쇄신이 시급하다”며 시립예술단의 겸직·외부활동 관리 부실도 근본적으로 개선해야 한다고 강조했다.
정일균 위원(수성구1)도 “동일한 지적이 수년째 반복되는 것은 조직 운영을 소홀히 해온 결과”라며 전면적인 개편을 촉구했다. 그는 잦은 국외출장, 애매한 출장 목적, 실적에 비해 과도한 일정과 예산 집행 등 관리 부실 문제도 함께 꼬집었다.
관광 정책의 정체도 비판받았다. 김재우 위원(동구1)은 케이팝과 한류 관광이 증가하는 흐름에도 대구의 해외 관광객 회복이 늦어지고 있다고 지적했다. 김 위원은 “중국 단체관광객 무비자 허용 등 환경 변화에 신속히 대응해야 한다”고 말했다.
인사 시스템 전반도 문제로 지적됐다. 하병문 위원(북구4)은 인사위원회 운영이 공정하지 않고 채용 기준도 불명확하다며 “총체적 난맥상이 반복되고 있다”고 했다. 그는 “혁신 자문단을 통한 근본적 쇄신 방안이 조속히 마련돼야 한다”고 강조했다.
감사에 따른 조치가 미흡하다는 지적도 나왔다. 김주범 위원(달서구6)은 책임자 처벌 없이 실무자만 징계되는 현실을 비판하며 “책임 소재를 분명히 해 조직 신뢰를 회복해야 한다”고 했다. 아울러 국비 공모사업 유치 실적이 저조하다는 점을 들어 “지역 예술인을 위한 실질적 역할에 집중해야 한다”고 주문했다.
이번 행정사무감사는 대구문화예술진흥원이 통합 이후 누적된 문제들이 여전히 해결되지 않고 반복되고 있음을 확인하는 자리였다. 지역 문화행정의 중추 기관인 만큼, 이번 시의회의 지적이 단순한 질타에 그쳐서는 안 된다는 목소리가 커지고 있다.
