브레이크뉴스 정명훈 기자= 해병대원 순직 사건 관련 의혹을 수사한 순직해병 특별검사팀(특별검사 이명현)이 150일간의 수사를 마치고 최종 결과를 28일 발표했다. 특검팀은 이와 함께 윤석열 전 대통령을 포함한 총 33명의 핵심 피의자를 재판에 넘겼다.
이명현 특검은 이날 서울 서초구 특검 사무실에서 브리핑을 열고 “순직해병 특검은 오늘로 150일간의 수사를 마무리하며, 앞으로 공소 유지에 최선을 다할 계획”이라고 밝혔다.
특검팀은 지난 7월 2일 수사를 시작해 세 차례 연장 끝에 150일간 수사를 이어왔다. 수사 대상은 고(故) 채수근 상병 사망 사건, 해병대 수사단 수사 외압, 공수처 수사 방해, 이종섭 전 국방부 장관의 호주대사 도피, 임성근 전 해병대 1사단장 구명로비 의혹, 국가인권위원회 긴급 구제 기각 사건 등 9건이다.
수사 결과 임 전 사단장 등 채 상병 순직 책임자 5명, 윤 전 대통령 등 수사외압 피의자 12명, 공수처 전·현직 지휘부·주임 검사 5명, 호주대사 임명 관련 고위공직자 6명 등 총 33명이 기소됐다.
이같은 결과를 위해 수사 과정에서 압수수색 약 180회, 피의자·참고인 300여 명 조사, 디지털 포렌식 430점 이상을 진행했다. 이명현 특검은 수사 과정이 순탄치만은 않았다고 언급하며 “사건 발생 후 오랜 시간이 흘러 많은 증거가 사라지고, 당사자들 간 말 맞추기 등 진술 오염도 심각했다”고 전했다.
또한 임 전 사단장을 제외한 9건에 대한 구속영장이 기각된 점에 대해서는 “서울중앙지법 영장재판부의 과도한 기각은 아쉬움이 남는다”는 평가를 내놨다.
특검은 수사외압 의혹을 “중대한 권력형 범죄”로 규정하며 “법원의 엄중한 판단이 필요하다”고 강조했다.
채 상병 사망 사건과 관련해서도 “수사 결과가 유족들에게 조금이나마 위로가 되길 바란다”며 “국방의 의무를 다하다 순직한 채 상병의 명복을 빈다”고 말했다.
공수처 수사 방해 사건과 관련해서는 “전·현직 지휘부의 수사 방해와 직무유기가 명백히 확인됐다”며 혐의가 확인된 인물들은 기소할 수밖에 없었다고 했다.
호주대사 도피 사건에 대해서도 “출국금지된 피의자가 외교 공관장으로 임명된 것은 납득하기 어렵다. 법령상 절차와 요건이 모두 무시됐다”고 지적했다.
특검은 김용원 인권위 상임위원을 불기소 처리하며 일부 사건은 국가수사본부로 이관할 예정이다. 구명로비 의혹에 대해서는 국수본으로 별도 이관하지 않고, 수사외압 의혹 재판 과정에서 증인신문을 통해 진실을 규명할 계획이다.
