고양특례시가 광역버스 승차난 해결을 위해 전국 최초로 시행한 '정규노선 중간배차' 사례로 범정부 적극행정 경진대회에서 우수상을 받았다.
시는 지난 27일 행정안전부·국무조정실·인사혁신처가 공동 주관한 '2025 적극행정 경진대회'에서 지방자치단체 부문 우수상(행정안전부장관상)을 수상했다고 밝혔다.

이번 경진대회에는 중앙부처, 지방자치단체, 공공기관 등 343개 기관에서 총 649건의 사례가 제출됐다.
이 가운데 고양시 버스정책과의 '전국 최초 광역버스 정규노선 중간배차' 시행 사례가 높은 평가를 받았다.
수상 사례는 광역버스 입석 금지 이후 하류 정류소 시민들이 버스가 와도 승차하지 못하는 문제를 해소한 대표적인 성과로 평가됐다.
2023년 12월 도로교통법 시행령 개정으로 광역버스 입석이 금지되면서 서울로 출퇴근하는 시민들의 승차 어려움이 가중됐다.
상류 정류소에서 좌석이 모두 채워지면 하류 정류소에서는 버스를 타지 못하는 상황이 반복된 것이다.
시는 출퇴근 시간대 현장에 직접 나가 혼잡 상황을 면밀히 모니터링하며 문제의 원인을 구체적으로 파악했다.
이를 바탕으로 국토교통부 대도시권광역교통위원회를 적극 설득해 전국 최초로 광역버스 정규노선 내 중간배차를 협의·승인받았다.
혼잡 시간대 수요대응형 운행을 통해 시민 불편을 실질적으로 해소한 이번 사례는 올해 상반기 고양시 적극행정 경진대회에서 대상을 수상한 데 이어 범정부 경진대회에서도 모범사례로 인정받았다.
