[브레이크뉴스=배종태 기자] 부산 동래경찰서는 온천장 일대 상인들을 대상으로 수십억 원의 계불입금을 가로챈 혐의로 60대 계주를 검찰에 넘겼다
동래경찰서는 사기와 업무상 배임 혐의로 60대 여성 A 씨를 불구속 입건해 지난달 31일 검찰에 송치했다고 20일 밝혔다.
A 씨는 부산 동래구 온천장 일대 상인들을 중심으로 다수의 번호계를 운영하며, 정상적인 계금 지급이 불가능한 상태에서도 계원 43명으로부터 총 60억 원 상당의 계불입금을 받아 가로챈 혐의를 받는다.
조사 결과 A 씨는 정해진 순서 없이 계원이 요청할 때 계금을 지급하는 변칙적인 방식으로 여러 개의 계를 동시에 운영했다. 특히 12년 전부터 누적된 운영 부실을 메우기 위해 이른바 '돌려막기' 수법을 동원해 온 것으로 드러났다.
A 씨는 2025년 4월경부터 정상적인 운영이 불가능한 상황임을 인지했음에도 불구하고 계원들에게 불입금을 계속해서 받아온 것으로 확인됐다. 경찰은 2025년 12월부터 접수된 40건의 고소장을 바탕으로 수사에 착수해 고의로 돌려주지 않은 금액 26억 원을 포함한 전체 피해 규모를 파악했다.
경찰 관계자는 서민 경제를 침해하는 민생 범죄에 대해 엄정하게 대응하겠다고 밝혔다.

The Dongrae Police Station in Busan has referred a woman in her 60s to the prosecution for embezzling billions of won in funds from local merchants through a traditional private loan club known as a 'Kye'.
Busan Dongrae Police Station announced on the 20th that they have referred a woman, identified as A, to the prosecution without detention on charges of fraud and professional breach of trust.
A is accused of operating multiple private loan clubs centered around merchants in the Oncheonjang area of Dongrae District and misappropriating approximately 6 billion won in deposits from 43 victims.
Investigations revealed that A managed several clubs simultaneously using an irregular method where funds were paid out upon request rather than in a fixed numerical order. As financial deficits accumulated over the past 12 years, she reportedly maintained the clubs through a "Ponzi-style" scheme, using deposits from new members to pay off older ones.
Despite being unable to sustain the operations as of April 2025, A continued to collect contributions from members. Following a series of criminal complaints filed starting in December 2025, police launched an investigation and confirmed that at least 2.6 billion won was intentionally withheld from the victims.
The police stated that they would continue to respond strictly to financial crimes that threaten the livelihoods of ordinary citizens.
