【브레이크뉴스 영덕】박영재 기자=영덕군이 2026년 소규모 주민숙원사업을 내년 1월부터 조기 착공하기 위해 실시설계 용역과 읍·면 합동 설계 작업에 들어갔다고 4일 밝혔다.

내년 추진되는 소규모 주민숙원사업은 총 사업비 약 98억 원 규모로 310여 건이 추진된다. 주요 사업은 농로 정비, 마을안길 포장·확장, 배수로 및 옹벽 설치 등 주민 생활환경 개선에 직접 연결되는 사회기반시설 정비가 중심을 이룬다.
영덕군은 매년 해당 사업을 추진해왔으나, 올해는 3월 발생한 경북 산불 이후 정부의 조기 집행 정책이 더해지면서 사업 착공이 3~4월에 집중됐다. 이로 인해 자재 수급, 시공 인력 부족, 공정 관리 어려움 등이 발생하며 사업 추진에 어려움을 겪었다.
이에 군은 내년 사업을 연초부터 신속하게 추진해 공사 시기를 분산하고, 자재·인력 배분의 효율화를 통해 공사 품질을 높인다는 계획이다. 특히 산불 피해에 따른 지역 분위기 회복과 재해 우려 시설 정비를 우선 과제로 두고 있다.
다만, 겨울철 시공 가능 조건을 고려해 기온 영향을 적게 받거나 단기간에 완료 가능한 사업부터 선택적으로 착공할 방침이다.
또한 군은 농번기 이전 농로·용수로 사업을 우선 완료하고, 재해예방 사업의 경우 설계 단계부터 동절기 보온 비용을 반영해 조기 마무리함으로써 재해 예방 효과를 높일 계획이다.
김광열 영덕군수는 “12월 15일부터 40일간 읍·면 토목직 공무원이 참여하는 합동 설계를 통해 약 100건의 자체 설계를 수행할 예정”이라며 “이를 통해 설계 용역비를 절감하고 지역 공무원의 설계·감독 역량도 강화하겠다”고 말했다.
