경남도의회 이찬호 위원장(국민의힘·창원5)은 최근 경남교육청 현장체험학습 학생안전관리 조례 개정 방향 토론회를 열고, 보다 구체적이고 실효성 있는 안전관리 기준 마련 방안을 논의했다.
이번 토론회는 2022년 강원 속초 테마파크에서 발생한 현장체험학습 중 학생 사망 사고 이후, 교직원이 과도한 법적 책임을 부담하는 구조적 문제가 사회적 쟁점으로 떠오른 데 따른 것이다. 당시 교직원에 대한 형사 책임이 인정되면서 현장체험학습 기피 현상이 확산됐고, 안전기준과 책임 범위를 명확히 해야 한다는 요구가 커졌다.
