고양특례시가 올 한 해 추진해 온 고강도 주차장 정비계획이 안정화 단계에 접어들며 시민 주차 편의가 눈에 띄게 개선되고 있다.
시는 공영주차장 요금 현실화와 역세권 주차장 유료 전환, 노상주차장 스마트화 등을 통해 주차 질서를 정상화했다고 19일 밝혔다.

이번 변화의 핵심은 ▲공영주차장 요금의 단계적 현실화 ▲주요 역세권 공영주차장 유료화 및 환경 개선 ▲노상주차장 스마트 무인결제시스템 도입이다. 이를 통해 확보된 재원과 운영 효율은 다시 공영주차장 시설 개선과 신규 조성에 재투자되는 선순환 구조를 구축했다.
17년 만의 요금 현실화… 적자 줄이고 서비스 재투자
2008년 이후 17년간 동결됐던 공영주차장 요금은 시민 부담 완화에는 도움이 됐으나, 시설 유지·확충에 필요한 재원 부족으로 이어졌다.
지난해 기준 공영주차장 운영원가는 약 145억 원인 반면 수입은 85억 원 수준으로, 요금 현실화율은 58.85%에 머물렀다.
이에 시는 지난 2월 단계적 요금 현실화 방안을 마련해 올해 7월부터 3년에 걸쳐 연차별 약 10% 내외로 인상한다.
2027년까지 약 77% 수준까지만 반영해 시민 부담을 최소화하면서도 재정 건전성을 확보한다는 방침이다.

확보된 재원은 노후 시설 개선과 신규 공영주차장 조성에 사용된다.
아울러 주차장 설치 및 관리 조례를 개정해 임산부와 장기복무 제대군인을 요금 감경 대상에 포함하는 등 사회적 배려 대상에 대한 지원도 확대했다.
역세권 공영주차장 유료화로 ‘알박기 주차’ 해소
무료 운영으로 장기 주차가 만연했던 원흥역·백마역·일산역 인근 공영주차장 3곳(총 211면)은 주차관제시스템을 도입해 순차적으로 24시간 유료 운영에 들어간다.
원흥역 공영주차장(149면)은 내년 1월부터 유료 운영을 시작하며, 백마역(35면)은 내년 하반기 유료 전환을 목표로 시범 운영 중이다.

일산역 공영주차장(27면)은 투수성 잔디블록을 적용한 친환경 녹색주차장으로 재정비돼 보행 약자도 편리하게 이용할 수 있도록 개선됐다.
시는 유료 전환을 통해 장기 주차를 줄이고 회전율을 높여 실제 대중교통 이용자와 상권 이용자의 접근성이 크게 개선될 것으로 기대하고 있다.

노상주차장에는 차량번호판 자동인식(LPR) 기반 무인정산시스템을 도입했다.
신원동, 백석 먹자골목, 대화공원 인근 등 주차 수요와 민원이 많았던 3개 구간에 설치돼 오전 9시부터 오후 9시까지 운영 중이다.

무인결제 도입으로 요금 누수를 줄이고 무단·장기 주차 억제 효과를 높였으며, 관리 인력 부담과 이용자 간 마찰도 크게 줄었다.
유진상 고양시 주차교통과장은 “요금 현실화와 시스템 선진화를 통해 공영주차장 본연의 기능을 회복하고, 시민 누구나 공정하게 이용할 수 있는 주차 문화를 정착시키겠다”고 말했다.
