【브레이크뉴스 포항】박영재 기자=포항시장 출마를 준비 중인 모성은 예비후보(포항지진범대본 의장·경제학 박사)가 22일 오전 포항시청 브리핑룸에서 기자회견을 열고 두 번째 핵심공약인 ‘AI·port 해양기업도시(Mega-P2)’와 함께 분야별·지역별 공약을 발표했다.
모 예비후보는 이날 “포스코 용광로의 불이 꺼져가고, 원도심 상점가의 간판 불도 하나둘 꺼진 모습은 유럽의 쇠락한 철강도시를 떠올리게 한다”며 “이는 철강산업에만 의존해 달려온 지난 50년 포항경제의 탈진한 현실”이라고 진단했다.
이어 “포항경제를 살리기 위해서는 철강 중심 산업구조에서 벗어나 기존 산업과 신산업이 조화롭게 발전하는 새로운 비전이 필요하다”고 강조했다.
모 예비후보는 지난 8일 발표한 1차 핵심공약 ‘시·군 통합 대도시’에 이어, 두 번째 핵심공약으로 ‘AI·port 해양기업도시’를 제시했다. 그는 공약 체계를 △Mega-Project(행정권을 초과하는 대규모 핵심 공약) △Mid-Project(자치행정·경제·건설교통·복지·문화·환경 등 부문별 공약) △Vil-Project(읍·면·동 및 마을 단위 지역 공약)로 구분해 설명했다.
모 예비후보는 “디지털 반도체 산업에 이어 AI 산업이 향후 세계경제를 선도할 것”이라며 “포항은 AI 산업을 통해 지역은 물론 국가 미래 신산업을 이끌 수 있는 충분한 잠재력을 갖고 있다”고 밝혔다.
이를 위해 포항에 AI 데이터센터를 구축하고, 이를 기점으로 철강산업의 AI 전환에 선제적으로 대응하는 한편 국내외 AI 기업과 고급 인재가 집적되는 기반을 조성해야 한다고 주장했다. 포스코 등 민간기업과 협력해 연구·생산·창업이 결합된 AI 산업 클러스터를 조성하고, 여기에 해양문화를 접목한 복합도시 구상이 ‘AI·port 해양기업도시’의 핵심이라는 설명이다.
그는 “과거 포항이 sea·port와 air·port를 통해 성장했다면, 앞으로는 AI 데이터센터라는 ‘AI·port(AI 항만)’가 향후 100년을 책임질 성장동력이 돼야 한다”고 말했다. 또 이 도시를 산업·주거·상업·해양문화가 결합된 자족형 복합도시로 조성하고, 광역교통과 물류 인프라 연계를 통해 경제권 확대를 동시에 추진하겠다고 밝혔다.
건설교통 부문 공약(Mid-P)으로는 ‘국도대체 우회도로 확장’을 제시했다. 울산~포항~영덕 간 고속도로가 연결됐음에도 포항 국도대체 우회도로 구간에서 병목현상이 발생하고 있다며, 총연장 약 38km의 국도대체 우회도로를 기존 왕복 4차선에서 6차선으로 확장해 남북 간 교통과 물류 흐름을 개선하겠다는 구상이다.

모 예비후보는 “포항영덕간 고속도로 개통 이후 남북 물류 소통 요구가 커지고 있지만, 영일만대교 사업이 지연되면서 교통 정체에 대한 시민 불만이 커지고 있다”며 “병목현상이 지속될 경우 국가 고속도로 건설 취지도 훼손되는 만큼 도로당국도 적극적으로 나설 수밖에 없을 것”이라고 전망했다.
지역공약(Vil-P)으로는 혐오·기피시설을 장기간 감내해 온 지역 주민들에게 수익을 환원하는 방안을 내놨다. 호동 쓰레기매립장 상부 공간을 활용해 36홀 규모의 파크골프장이나 풋살축구장을 조성하고, 운영 수익을 마을기금 등으로 주민에게 환원하겠다는 계획이다. 모 예비후보는 향후 ‘에코빌리지 사업’이 추진될 경우 2매립장의 매립을 조기 종료할 수 있다고 밝혔다.
또 2029년 구룡포 추모공원으로 이전이 확정된 우창동 시립화장장 이전 부지에 대해서는, “85년간 기피시설을 감내해 온 주민들에게 활용권을 돌려줘야 한다”며 주민친화형 문화·체육·복지시설을 조성하고 발생 수익을 전액 주민에게 환원하겠다고 밝혔다. 아울러 두산위브~이동 간 도시계획도로가 2028년 준공되면 해당 부지의 접근성도 크게 개선될 것으로 내다봤다.
