2일 포항시에 따르면 이번 시무식은 과도한 연출을 지양하고 조직의 결속과 공감대 형성에 중점을 둔 ‘내실 있는 행사’로 마련됐다. 상징적인 퍼포먼스와 전 직원이 참여하는 프로그램을 통해 새해 비전과 시정 목표를 공유하는 데 초점을 맞췄다.
행사는 시립교향악단의 식전 공연을 시작으로 국민의례, 신규 공무원의 공무원 헌장 낭독 순으로 진행됐다. 이어 이강덕 포항시장이 신년사를 통해 2026년 시정 운영 방향과 핵심 과제를 제시했다.

이어 “오늘은 여러분과 함께하는 임기 마지막 시무식이지만, 마지막이 끝을 의미하지는 않는다”며 “2026년에도 ‘붉은 말’의 열정과 추진력으로 포항과 경북, 나아가 대한민국의 더 큰 도약을 향한 여정을 끝까지 함께하겠다”고 강조했다.
