"최근 배달 이용이 급증하면서 음식점 등 소상공인 가맹점들은 배달 중개 수수료와 광고비, 카드 결제 수수료 등 각종 비용 부담을 동시에 떠안고 있다. 이러한 구조는 음식 가격 인상으로 이어지고, 그 부담이 다시 시민에게 전가되는 악순환을 낳고 있다"며 이같이 밝혔다.
공 예정자는 "포항처럼 지역 상권 의존도가 높은 도시의 경우 이 같은 구조가 지속되면 소상공인 폐업 증가와 골목상권 위축으로 이어질 수밖에 없다"고 진단했다. 이에 따라 "민간 배달앱 중심의 구조에서 벗어나 공공이 직접 참여하는 배달 플랫폼을 구축하고, 카드 결제 수수료 부담까지 함께 낮추는 종합적인 소상공인 지원 정책이 필요하다"고 말했다.
공 예정자는 “현재 배달의민족 등 민간 배달앱을 이용하는 음식점의 경우 중개 수수료와 결제 수수료, 배달비, 광고비 등을 합쳐 매출의 평균 6~10% 내외를 부담하는 것으로 알려져 있다”며 “월 매출이 500만~1,000만 원 수준인 소상공인 가맹점은 매달 30만~100만 원 이상의 비용 부담을 안고 있다”고 설명했다. 이어 “공공배달앱 도입과 함께 카드사 가맹점 수수료 보조 및 인하 정책을 병행해야 실질적인 부담 완화가 가능하다”고 강조했다.
