박 전 비서관 직무대리는 출마 선언에서 포스코 창업 1세대였던 부친의 일화를 소개하며 “포스코는 단순한 철강기업이 아니라 포항의 생활경제이자 도시전략”이라고 강조했다.
그는 “포스코 창업 1세대의 아들로서 다시 부흥하는 포스코, 번영하는 포항을 만들겠다”며 “수십 년간 땀과 인내로 일궈온 포항의 성과를 계승·발전·완성시키겠다”고 밝혔다.
포항 남구 대이동에서 태어나 초·중·고교를 졸업한 박 전 비서관 직무대리는 국회와 대통령실에서 예산·법안·정책을 담당하며 국정 운영 경험을 쌓았다. 특히 대통령실 공보관으로 근무하며 해외 현장에서 실무를 수행했고, 도시와 산업 발전에 대한 이해를 넓혔다고 밝혔다.
그는 “무엇을 더 짓느냐보다 무엇을 어떻게 채울 것인가를 고민해야 할 때”라며 “첨단산업과 전통산업이 공존하고, 교육과 의료가 강해 타지 사람들도 이사 와서 살고 싶은 ‘사람이 남는 도시’ 포항을 만들겠다”고 말했다.
박 전 비서관 직무대리는 4대 정책 방향도 제시했다. 우선 포스코 중심의 산업 경쟁력 회복을 위해 K-스틸법을 토대로 수소환원제철 전환과 안정적 전력 공급을 행정이 끝까지 뒷받침하겠다고 밝혔다. 필요하다면 포스코 현장에 ‘컨테이너 시장실’을 설치해 직접 현안을 챙기겠다는 구상도 내놨다.
교육·의료 분야에서는 포스텍 의과대학, 스마트병원, 상급종합병원 유치를 추진하고 수도권 대형병원과 연계한 진료·응급의료 전달체계 구축을 약속했다. 서울 유명 강사들과 지역 교육계가 참여하는 ‘진학관계 전문가 협의회’ 구성도 제안하며, 현 시정의 ‘3무(無) 복지정책’을 확대·발전시키겠다고 했다.
문화·관광 분야에 대해서는 형산강 국가정원 유치와 해양·항만 관광 활성화를 통해 ‘일상이 관광이 되는 도시’를 만들고, 세계 수준의 문화예술 공연 유치로 2,000만 관광객 시대를 열겠다는 목표를 제시했다.
아울러 박승호 전 시장 시절 추진됐던 ‘제2의 감사운동’을 재개하고, 시민·산업계·교육계·의료계가 참여하는 가칭 ‘영일만 회의’를 구성해 화합과 배려의 공동체 회복에 나서겠다고 밝혔다.
박 전 비서관 직무대리는 “시민과 함께 답을 찾는 시장이 되겠다”며 “중앙에서 쌓아온 경험과 네트워크, 추진력으로 포항의 다음 시대를 반드시 열어내겠다”고 말했다.
한편 그는 공식 출마 선언에 앞서 포항 서쪽 끝 죽장면 두마리에서 동쪽 끝 호미곶까지 3박 4일간 96.7km를 걸으며 시민 소통 도보 행진을 벌여 주목을 받았다.

He also proposed the formation of a "Council of Experts on Academic Advancement" comprised of renowned Seoul lecturers and local education professionals, and pledged to expand and develop the current city administration's "Three Nos" welfare policy.
Regarding culture and tourism, he set a goal of creating a "city where everyday life becomes tourism" by attracting the Hyeongsan River National Garden and revitalizing marine and port tourism.
