파주시가 지역 경제 활성화를 위해 추진해온 '관내 업체 우선 계약 제도'가 가시적인 성과를 내고 있다.
2022년 10월 제도 도입 당시 40% 수준에 머물렀던 관내 업체 수의계약률이 2025년 현재 65%까지 상승하며 지역 업체의 계약 참여 기회가 크게 확대됐다.
파주시는 관내 업체 수의계약률을 단계적으로 높이기 위한 관리목표를 설정하고, 수의계약 총량제를 체계적으로 운영해왔다.
특히 관내 업체 우선 계약 추진 범위를 1인 견적 수의계약은 물론 카드 구매 계약까지 확대해 지역 업체의 실질적인 수혜 폭을 넓혔다.
시는 200만 원 이상 카드 지출을 포함한 1인 견적 수의계약의 경우, 재정 합의를 통해 발주 부서와 사전 협의를 진행하고 있다.
또한 설계 단계부터 관내 업체의 물품과 기자재가 반영될 수 있도록 검토를 강화하는 등 제도의 실효성을 높이는 데 주력하고 있다.
수의계약 총량제는 관내 업체의 계약 참여 기반을 넓히는 동시에, 특정 업체에 계약이 집중되는 편중 현상을 완화하는 핵심 장치로 작동하고 있다.
시는 제도의 공정성을 더욱 강화하기 위해 2025년부터 부서 내 동일 업체 수의계약 가능 횟수를 기존 5회에서 4회로 축소하고, 연간 계약 총액 한도를 7억 원으로 제한하는 등 관리 기준을 강화했다.
김양환 회계과장은 "수의계약 총량제를 통해 관내 업체의 참여 기회를 확대하고, 공정한 계약 체결 기반을 강화하는 성과를 확인했다"며 "앞으로도 지역 경제 활성화와 투명한 계약 행정이 함께 실현될 수 있도록 지속적으로 노력하겠다"고 밝혔다.
